Adopt a Resolution Accepting the Project and Authorizing the Public Works Director to file Notice of Completion for the Park Road Stormwater Improvement Project
RECOMMENDATION
Adopt the resolution authorizing the Public Works Director to file a Notice of Completion for the Park Road Stormwater Improvement Project.
BACKGROUND
On November 6, 2024, the Town Council authorized the Town Manager to execute a construction contract with CEAU dba Castillon Company (Castillon) for the Park Road Stormwater Improvement Project in the amount of $1,763,279. Council also authorized a construction contingency, of $176,279, bringing the total authorization to $1,939,558.
DISCUSSION
The Park Road Stormwater Improvement Project included installation of over 750 feet of new storm drain, new catch basins, and gutter and sidewalk improvements along Park Road. Roadway improvements included a 2-inch grind and overlay of Park Road and additional paving on School Street, Merwin, and Frustruck.
Change orders added approximately $141,000 to the contract for the following work:
• Repair of a Spruce Road storm drain connected to the Park Road drainage system that failed last winter;
• Paving School Street from Park Road to the creek;
• Additional paving on Merwin and Frustruck to accommodate grade transitions; • Additional concrete work to achieve required sidewalk grades and meet ADA accessibility requirements; and
• An additional adjustments to the bid quantity based on the actual length of pipe installed, number of laterals lowered, and concrete and asphalt overages.
The work covered by the final change order has been completed, and staff is reconciling the final quantities and cost. The estimated final construction cost is approximately $1.9 million, within Council’s original authorization of $1,939,558.
2 Upon verification that all project work has been satisfactorily completed, the Public Works Director will record the Notice of Completion as authorized by Council. Final payment and release of retention will be processed in accordance with the contract and applicable statutory requirements.
FISCAL IMPACT
This project was budgeted for in the Fiscal Year 2026-2027 budget. The estimated total construction cost is approximately $1.9 million, funded by the American Rescue Plan Act (ARPA) funds and the Transportation Authority of Marin (TAM) Measure AA funds.
