FAIRFAX TOWN COUNCIL MEETING
STAFF REPORT
MEETING DATE October 7, 2026
PREPARED FOR Mayor and Town Council
PREPARED BY Rico Tabaranza, Chief of Police
SUBJECT Adopt a Resolution Authorizing the Town Manager to Purchase and Outfit One Police Department Vehicle (EV) for an amount not to exceed $75,000 and Declare One Vehicle as Surplus
RECOMMENDATION
1. Adopt a resolution authorizing the Town Manager to purchase and outfit one Police Department Vehicle for an amount not to exceed $75,000 and declare one Town vehicle as surplus.
2. Appropriate $66,291.21 from the Field Equipment/Vehicle Replacement Fund (03-923-921) for this purchase.
BACKGROUND
The Town Council approved the adopted FY26-27 Town Budget funds to purchase a necessary Town vehicle for Fleet Electrification, as shown in the Field Equipment/Vehicle Replacement Fund 03-923-921.
DISCUSSION
To support the Town Council in achieving the goal of reaching 100% Zero-Emissions Vehicle Sales in California by 2030 (as adopted in a resolution in November 2020), Staff identified the 2026 Ford Mach-E as a viable option for a fully electric Police Department investigative/administrative use vehicle.
The 2026 Ford Mach-E will be purchased through the government and state bid pricing from Towne Ford and outfitted by our authorized vendor, LEHR. The quote for the new vehicle, emergency equipment, and outfitting is approximately $66,291.21, including taxes. Although not anticipated, Staff requests authority for a not-to-exceed amount of $75,000 to account for unforeseen pricing or installation charge changes.
The purchase of a 2026 Ford Mach-E electric vehicle will replace a fully gas-operated 2014 Ford investigative/administrative vehicle that is no longer serviceable. Maintenance costs and currently pending necessary repairs exceed the vehicle's value.
The outgoing 2014 Ford investigative/administrative vehicle will be disposed of through public auction or sale or declared as junk. It is customary procedure to declare such vehicles surplus by Resolution to dispose of them.
FISCAL IMPACT
The Field Equipment/Vehicle Replacement Fund 03-923-921 has an available total amount of $75,000 as approved by the Town Council in the adopted FY26-27 Town Budget.
