ROLL CALL
On roll call were Councilmembers Pam Bertani, Cat Moy, Doriss Panduro, Chuck Timm, and Scott Tonnesen; Vice Mayor Rick Vaccaro, and Mayor Price.

NEW BUSINESS
Public Works Management Analyst Chris Lewis recommended to Council it open a discussion and provide direction regarding funding options to maintain service levels within Landscaping and Lighting Maintenance Districts Nos. 7, 11, and 13. Ms.

Lewis gave a brief presentation.

After a lengthy discussion, City Attorney David Lim reiterated the three options that Council has: 1) Council can authorize use of general fund money as a loan; 2) Council can authorize use of general fund money to fund "public improvements" to cover landscaping services; and 3) Council can take no action to supplement the LLMD budgets.

Rick Johnson, Theda Peck, Steven Garretson, M. Merganser47, Connor Neufeld, Mark Carmody, Joe Green-Heffern, Brenda Villanueva Nikolai, and June Johnsen spoke on Item 1.

Acting City Attorney Lim stated that the voting procedure under Proposition 218 is a majority of residents, not a 50 percent plus 1. No votes cannot exceed yes votes, and in case of a tie, votes are weighted depending on amount of assessment per parcel.

Councilmember Tonnesen made a motion to choose Option 16, which reads: "Authorize the use of general fund money as a loan to cover revenue shortfalls during the period from May 1, 2022 (anticipated) to June 30, 2023, to be repaid if the City increases assessments and directs staff to commence Proposition 218 proceedings to increase assessments for LLMDs No. 7, 11, and 13. If approved, the proposed increase would be effective beginning Fiscal Year 2023-24." Councilmember Timm seconded the motion. By a roll call vote, the motion carried 6-1, with Councilmember Bertani voting no.

The meeting was adjourned at 6:33 p.m.
