Agenda Item No: 1.
AGENDA REPORT
DATE:March 29, 2022
TO:Mayor and City Council
FROM:David Gassaway, Interim City Manager
SUBJECT:Resolution 202256 of the City Council of the City of Fairfield Endorsing Support for Amending the Governance Structure of Community Action Partnership of Solano, Joint Powers Authority
RECOMMENDED ACTION
Adopt resolution.
STATEMENT OF ISSUE
The Solano Safety Net Consortium, now known as Community Action Partnership of Solano, Joint Powers Authority (CAP Solano), was established in 1999 to end poverty and homelessness county wide. (See Attachment 2: "Joint Exercise of Powers Agreement" dated July 1999.) From 1999 until 2014, CAP Solano served as the Community Action Agency for the state Community Service Block Grant funds and Lead Agency to the local Continuum of Care. Since 2015, CAP Solano has grown significantly in funding and fiscal responsibility and is limited in its current structure to make any additional significant strides in permanently reducing homelessness in Solano County.
In order to improve collaboration among the local jurisdictions and effectively address homelessness countywide, a Regional 2x2 Homeless Subcommittee (Regional 2x2) was formed in 2021. The Regional 2x2 assessed the functions of CAP Solano and now seeks to build on that framework by providing a higher level of support and resources. Therefore, it is requested that City Council approve a resolution supporting the Regional 2x2's effort to amend the governance structure of CAP Solano.
DISCUSSION
Since 2015, CAP Solano has grown significantly, from an annual budget of under $2 million to over $15 million in funding to support its goals to reduce homelessness and economic insecurity in Solano County. In addition to the progress made by CAP Solano, a willingness for a countywide approach has been increasing due to the formation of a Regional 2x2 Homeless Subcommittee comprised of two elected City Council members from the cities of Benicia, Fairfield, Suisun City, Vacaville, and Vallejo in order to respond to homelessness more collectively and efficiently throughout the county.
The momentum of the Regional 2x2 has led to enthusiastic interest from the County of Solano in participating in a formal regional collaboration. Therefore, two Solano County Supervisors hosted a "Solano County Cities and County Homeless & Housing Summit" on March 2, 2022, attended by each member of the Regional 2x2, two Solano County Supervisors, and two elected officials from the Cities Packet Page 3 of 21

The attendees expressed unanimous support in restructuring CAP Solano's governance structure. The attendees expressed unanimous support in restructuring CAP Solano’s governance structure, which is currently comprised of all jurisdictional staff representatives, to instead be comprised of two elected officials from each member jurisdiction.
The restructuring of CAP Solano's current governance structure to include elected officials would likely lead to several key factors, including but not limited to:
Improved jurisdictional collaboration, reducing current silos Coordination of funding, resources, and project delivery Improved system delivery response
Increased regional, state, and federal funding access
Therefore, it is requested that Fairfield City Council adopt a resolution endorsing support for modifying the current governance structure of the Community Action Partnership of Solano, Joint Powers Authority.

ALTERNATIVE ACTION
City Council could choose not to support amending the current structure of CAP Solano. However, this is not recommended due to the current support of all cities in Solano County and the County of Solano in improving service delivery for the homeless and those at risk of homelessness.
