MINUTES
Mayor Harry T. Price called the meeting to order at 5:36 p.m.
On roll call were Councilmembers Pam Bertani, Cat Moy, Doriss Panduro, Chuck Timm, and Scott Tonnesen; Vice Mayor Rick Vaccaro, and Mayor Price.
NEW BUSINESS
Report on Waterman Boulevard Halfway House Residence
City Attorney, David Lim presented the Report on Waterman Boulevard Halfway House Residence in response to the April 6, 2022, City Council meeting after much concern regarding sex offenders living in a halfway house within close vicinity to children. Mr. Lim stated that if the council would like to provide further direction and have any additional questions regarding the Waterman Halfway House, he recommended to treat it as a litigation enforcement action in a closed session meeting.
Councilmember Bertani wanted to know what the Council can do to weigh in on the location of these halfway homes and Mr. Lim responded that Jessica's Law had a clause limited location of halfway home for registered sex offender, but the law was declared un -Constitutional by the Supreme Court of California. Councilmember Bertani asked Mr. Lim, what can the Council do for the Waterman House situation and Mr. Lim recommended to continue the discussion in closed session.
Councilmember Moy mentioned about what business permit information is public information and Interim City Manager, David Gassaway stated that the City is in the process of making a modification for the business permit process driven by City Ordinances so that we can classify different types of business permits.
Both Councilmember Bertani and Moy encouraged residents to speak on this matter. No members of the public spoke at the meeting.
After much discussion, Councilmembers requested this item to be added to a future closed session for further discussion.
The meeting was adjourned at 6:05 p.m.
