GREEN VALLEY LAN DOWN ERSASSOCIATION
August 15, 2022
RE= Upcoming Agenda Item 19 — Resolution 2022-215
Dear Mayor Price and Members of the Fairfield City Council:
My name is Mary Burczyk, and I am the President of the Green Valley Landowners Association. We are a mutual benefit organization formed over 50 years ago by residents of unincorporated Solano County.
We have heard that the City Manager has been in discussions with the principals of the Solano County Orderly Growth Committee (OG) on several issues that we believe could adversely impact the residents of the unincorporated areas of Green Valley and set potentially dangerous precedents for both the City of Fairfield (City) and Solano County (County).
We want to make certain that each of you are aware that GVLA is in no way in agreement with the demands being put forward by OG. And, we have very serious concerns that, without public or community inclusive discussions, OG is attempting to create restrictions or precedents that could adversely impact the residents and future residents of greater Solano County.
We understand that OG has been informed and now educated regarding its demand for unnecessary changes to the conservation easement requirements for Middle Green Valley Master Plan/Development.
We also understand that OG has reconsidered its demand for a hiking trail through the not -yet -built shaded fuel break being planned for the hills around upper Green Valley. We did find it ill-considered that OG would request to impair the efficacy of a fire break that is being built to protect fellow citizens and residents from wildfires.
GREEN VALLEY LAN DOWN ERSASSOCIATION
However, our most significant concern for our members and neighbors is OG's demand that some "precedent" be established regarding the provision of city services outside city boundaries. We believe this indicates that OG is trying to "reinstate" Measure L — without public input or the legally required public vote.
While this kind of demand is broad and could have major unintended consequences consequential for the future, our concern is quite specific. We have previously shared our concerns with OG principals to no avail.
At present, there are approximately 810 Green Valley, Jameson Canyon, Old Cordelia, Willota Oaks, Suisun Valley and Gordon Valley families and residents that receive potable water from the City of Vallejo Water Department through the Lakes Water System district.
This system is dependent on the Green Valley Water Treatment Plant. This plant is over 25 years old and it already is surmised that the plant might not be able to meet any heightened safe water regulations being put in place by the State of California.
Thus, it could be that, in the not -too -distant future, these residents may need to get their potable water through some contractual arrangement with SID or City of Fairfield Water. Therefore, any "precedent" agreed to by the City regarding the provision of treated water (regardless of the water owner) to users in unincorporated County areas could jeopardize that possibility and, more importantly, the health of these families and residents.
We appreciate your consideration of our concerns as you review and vote on Agenda Item 19 - Resolution 2022-215 at the August 16, 2022 City Council meeting.
Thank you in advance, for your consideration of our concerns, Iffat y Ul[i`GZIyIG
President, Green Valley Landowners Association
