San Francisco, California 94124

Attention: Mr. Mubasher Choudhery

Subject: 1350 North Texas Street
Fairfield, CA
Exterior Noise Analysis
Veneklasen Project No. 8168-001

Dear Mubasher:

Veneklasen has completed our review of the 1350 North Texas project located in Fairfield, California. This report predicts the exterior noise level at the site using sound measurements and computer modeling. Using this information, acceptable barrier design was determined to meet project requirements. This report gives the results of our findings.

1.0 INTRODUCTION
This study was conducted to determine the impact of the exterior noise sources on the neighboring residences. Veneklasen’s scope of work included measuring existing sound levels, calculating the exterior noise levels impacting the neighbors and determining the method, if any, required to reduce the exterior sound levels to meet the project’s exterior noise requirements.

The project consists of a current towing yard which will offer indoor auto repair services on 1350 North Texas Street. Residential properties are adjacent to the east, with another automobile storage yard to the south and north, with East Wyoming Street immediately north of the property. A former auto body repair shop is immediately west of the property, with North Texas Street west of that property.

2.0 NOISE CRITERIA

2.1 Exterior Noise Level - Residential
Solano County Code Section 28.1-40 gives the noise level permissible by receiving residential uses to be 55 dBA from 7 am to 7 pm and 50 dBA from 7 pm to 7 am outdoors.

Fairfield Municipal Code 25.1403 gives the noise level permissible by receiving residential uses to be 50 dBA from 7 am to 10 pm and 45 dBA from 10 pm to 7 am (average, Leq) outdoors. The same section limits maximum noise levels (Lmax) to 70 dBA during the daytime and 65 dBA during nighttime hours.

2.2 Interior Noise Level - Residential
Solano County Code Section 28.1-30 gives the noise level permissible by receiving residential uses to be 55 dBA from 7 am to 7 pm and 45 dBA from 7 pm to 7 am inside residential dwelling units.

Fairfield Municipal Code 25.1403 gives the interior noise level permissible by receiving residential uses to be 40 dBA from 7 am to 10 pm and 35 dBA from 10 pm to 7 am (average, Leq). The same section limits maximum noise levels (Lmax) to 60 dBA during the daytime and 55 dBA during nighttime hours.

3.0 EXTERIOR NOISE ENVIRONMENT

3.1 Noise Measurements
Veneklasen visited the project site and measured existing sound levels over 24 hours from Tuesday August 9 to Wednesday August 10, 2022. Automobile traffic on North Texas Street was the primary source of noise affecting the area and controlled the ambient sound levels. Hourly average sound levels ranged from 59 dBA to 52 dBA from 7 am to 7 pm and from 55 dBA to 50 dBA during 7 pm to 7 am. Hourly maximum sound levels ranged from 76 dBA to 66 dBA during the day and 78 dBA to 60 dBA at night. Appendix I gives the measurement results and Figure 1 shows the sound measurement location .

Figure 1 – Aerial View of Project Site Showing Site Location, Measurement Location and Fence Location

4.0 NOISE BARRIER CALCULATION

4.1 Barrier Construction
The project will use a noise barrier along the east property line to block noise from the project to neighboring residences. A wood fence with no gaps currently exists along part of the property line; this currently acts as a noise barrier where it occurs.

Barrier construction must have a surface weight of 0.5 lbs per square foot. Examples of constructions that achieve this are sound control blankets fastened to the existing chain link fence, wood fence without gaps (for example, shiplap construction), sheet metal or concrete barriers.

The 6-foot barrier height above grade is required to achieve the project requirements. Gaps must not occur between the bottom of the barrier and the ground. Coverage must extend north to the property line and south to the existing wood fence, as shown in red in Figure 1. This length is approximately 100 feet.

Veneklasen used the blanket transmission loss ratings shown in Appendix I. Examples of noise control blankets or curtains that achieve these minimum ratings include Kinetics Noise Control KNC-50RB and ABBC-13EXT AudioSeal Exterior Sound Blanket.

4.2 Exterior Noise Level – Residential
Veneklasen calculated the exterior noise level at the residential location given the measured noise environment and the barrier coverage as described above. Table 1 shows the predicted exterior noise levels based on the barrier construction as described in Section 4.1 and Appendix I. Please note that the barrier will shield the project noise as well as automobile traffic noise from North Texas Street.

Table 1 – Calculated Exterior Noise Levels, Maximum (Lmax) and Average (Leq) Time dBA
Lmax Leq
Daytime 63 46
Nighttime 65 42
Table 1 shows that the Code daytime requirements of 70 dBA Lmax (maximum) and 50 dBA Leq (average) and nighttime requirements of 65 dBA Lmax and 45 dBA Leq are calculated to be satisfied.

Auto body repairs will not occur during nighttime hours.

4.3 Interior Noise Level – Residential
Overall noise levels typically decrease by at least 15 dBA through open windows; therefore, the interior Code requirements are easily satisfied because the interior noise limits are at most 15 dBA quieter and the exterior noise level requirements are calculated to be satisfied.

5.0 SUMMARY
The following summarizes the acoustical items required to satisfy the City of Fairfield and County of Solano noise requirements as described in this report.
 The noise control blankets or curtains must meet the minimum transmission loss ratings as given in Appendix I. Examples of noise control blankets or curtains that achieve these minimum ratings include Kinetics Noise Control KNC-50RB and ABBC-13EXT AudioSeal Exterior Sound Blanket.  Noise control blanket coverage must be at least 6-feet above grade. Gaps must not occur between the bottom of the blankets and the ground. Coverage must extend north to the property line along E Wyoming St and south to the existing wood shiplap fence, as shown in red in Figure 1.  Auto body repairs must occur within a building per Fairfield Code 25.1404 and be limited to between 7 am and 10 pm.

Various noise mitigation methods may be utilized to satisfy the noise criteria described in this report.

Alteration of mitigation methods that deviate from requirements should be reviewed by the acoustical consultant.

A-weighting (dBA) The sound pressure level in decibels as measured in an A-weighting filter network. The A-weighting de-emphasizes the low frequency components of the sound in a manner similar to the frequency response of the human ear and correlates well with subjective reactions to noise.

Decibel (dB) A unit describing the amplitude of sound equivalent to 20 times the logarithm, to the base 10, of the ratio of the pressure of the sound to the reference pressure of 20 Pa. Used to quantify sound pressure levels.

Equivalent Sound Level (Leq) The time-weighted average noise level during the stated measurement period.

L90 The sound level equivalent to the quietest 10% of the time. Solano County Noise Code defines this as the hourly ambient sound level.

Lmax The maximum sound level.
