ANALYSIS FOR PLANNING COMMISSION
A. General Plan/Zoning Consistency: To facilitate the proposed industrial development, the project requires City Council approval of a General Plan Amendment from CHR to IL and approval of a Zone Change from CR to IL. The Planning Commission serves as an advisory body to the council for such actions. The required findings to recommend approval of both the General Plan Amendment and Zone Change are presented in Section 4 of the attached Resolution and Section 1 of the attached Ordinance.

The project is consistent with the proposed General Plan designation in that it anticipates light and medium industrial activities, including warehousing, wholesale and distribution, manufacturing, and assembly for properties with the IL designation. C. Environmental Review: Following a review of the project, staff prepared an Initial Study to analyze potential environmental impacts under the California Environmental Quality Act (CEQA). Based on the findings of the Initial Study, potential significant environmental impacts regarding biology, cultural resources, hazards/hazardous materials, transportation, and tribal cultural resources were identified. All the identified environmental impacts can be reduced to insignificant levels through the implementation of mitigation measures. Therefore, a draft Mitigated Negative Declaration and Mitigation Monitoring Plan have been prepared for the project in compliance with CEQA requirements.

D. Correspondence: A public hearing notice and N otice of Inten t to A dopt a M itigated Ne ga tive D ecl ara tio n (N o tice of In ten t) were published in the Daily Republic newspaper, filed with the Solano County Clerk, posted on the City of Fairfield Planning Division webpage, and mailed to all persons who own property within 500 feet of the subject property and the applicant. The N o tice of In tent was also posted on the State Clearinghouse webpage of the Governor's Office of Planning and Research. • On August 10, 2022, Laura Costa of North Bay Schools Insurance Authority at 380 Chadbourne Road: Suite A, contacted Planning Division staff via phone call with general questions on the project, including potential uses. • On August 11, 2022, Monte Hoover of Gillespie's Abbey Carpet and Floor at 360 Chadbourne Road contacted Planning Division staff via phone call with general questions on the project, including design and uses.

At the time of this writing, the staff has not received any other correspondence regarding the project.

RE COMMENDATION
Based on the analysis contained in this staff report, the staff concludes that the project meets the required findings for General Plan Amendment, Zone Change, and Development Review. Staff recommends that the Planning Commission adopt Resolution No. PC2022-09 approving the requested Development Review and recommending City Council approval of the requested General Plan Amendment and Zone Change and adopting a Mitigated Negative Declaration.

Dear Planning Commissioners,

The applicant for the 80‐12 project is a very familiar company to our firm, FCL Builders, as we have completed numerous projects for the Trammell Crow Company throughout the country. We are currently building the light industrial facility for this developer just south of the Sutter Medical Facilities on Chadbourne Road in the Busch Industrial Park. We have had the privilege of working with numerous developers and have found our experience with Trammell Crow to be a very exceptional one that aligns with our own culture of focus, commitment, and loyalty. We believe they are making a positive impact on the Fairfield business community and encourage you to recommend passage of their proposal to convert the shuttered Walmart store to accommodate additional light industrial tenants in Fairfield.
