Re: Letter in Support of Appeal (APP2023
To the Fairfield Planning Commission:
On behalf of William Warren Properties, Inc. dba StorQuest Self Storage ("StorQuest", "we" or "us"), I am writing in support of Steve Mirabito/StoragePro's appeal (APP2023-001) of special condition 1.1(c) requiring "[s]ignage stating tenants/customers have access to trash receptacles/carts" at StoragePro's proposed Edison RV storage facility (the "Dumpster Signage Condition"). We are also developing a storage property in the city of Fairfield at 1094 Horizon Drive, and we plan to oppose a similar condition in our own application before the Fairfield Planning Commission (Resolution No. PC2022-07). Based on our decades of experience managing storage properties across the country, we are strongly opposed to the Dumpster Signage Condition because it:
• Invites customers to recklessly dispose of large amounts of trash and waste that could overflow the dumpsters and create unsafe and unsightly conditions on the premises; • Invites customers to attempt to dispose of large bulk items (like furniture and appliances) in the dumpsters on the property instead of through more responsible means; • Invites public nuisance by conflicting with our ability to maintain a clean, safe and secure storage environment;
• Invites customers to dispose of potentially hazardous materials in an uncontrolled and unsafe manner;
• Invites unhoused individuals to loiter at or near storage facilities for purposes of"dumpster- diving" and picking through our trash, thus raising public concern about local safety; • Contradicts standard industry practice of requiring customers to dispose of their own property off-site, an industry standard that is in place due to the countless issues that have arisen when customers have access to on-site trash facilities; • Contradicts typical self storage lease provisions, which require customers to dispose of their own property off-site;
• Unfairly targets the storage industry by requiring storage facilities to comply with signage requirements that are not enforced against other commercial facilities; ■ Passes costs onto consumers by raising the cost of operating a local business (including additional waste management and labor costs); and
• Shifts an unnecessary burden onto storage operators by requiring that they indemnify the city of Fairfield for an obligation that we know will heighten safety concerns.
We sympathize with the Fairfield Planning Commission's concern for the convenience of our customers, but the Dumpster Signage Condition will lead to more harm than good. For the above reasons, the Planning Commission should grant StoragePro's appeal and remove the Dumpster Signing Condition.
Sincerely,
/s/ Tyler Pierce
