Dear Council Members,
My neighbor is reading my Public Comment tonight. As you know, the LLMD issue is very important to me and many of my neighbors, and I wish to encourage you to move forward and PASS the Resoluon 2023-7, ballots for Rolling Hills.
Rolling Hills has an effecve Working Group and has as a team gone through all the details since August of 2022. We know the soluon provided by the city will work for Rolling Hills and are acvely engaged to reach out to as many property owners as possible in order to educate them on the need for this acon. Our team has asked for and received informaon in addion to the Engineer’s Report published in February 2023 and we understand why this is necessary and sustainable for our residents and our neighborhood.
When our residents purchased their property from the developers or previous homeowners, the assessment established in 1988 came with them. Back in those days, the city could increase the assessment as needed based on price increases, inflaon or go beyond a cap that was established. In 1996, Californians voted on Prop 218 which passed by 56%, which required that those caps or established inflaonary adjustments could only be surpassed by a majority vote from the homeowners.
That vote must be preceded by a full Civil Engineer’s report and must be proporonal to the size and use of the property, among other spulaons.
34 years later and here we are, finally having expended the funds and future assessments based on 1988 forecasts and needing a reboot. I urge you to pass the Rolling Hills poron as we have done our due diligence and it is needed and warranted. We have enhanced landscaping and streetlights and wish to keep them in the state in which we purchased our homes.
To the other districts who have many quesons, please understand that you have ONE MONTH to reach out and get answers to any quesons you may have as to why this is necessary and how NBS came to your new assessment value. Votes need to be in by June 6. This is not a simple topic and many of us have spent many hours and many meengs to get up to speed. Fairfield has engaged Civic Mic and NBS, experts in this type of management and engagement, to answer your quesons. You are paying for their service. Please ulize them. Ask to speak with your district’s working group to help you understand what is happening in your district. We have found them available, able to answer all our quesons and provide any prior informaon we requested to come to our conclusions. You have me to affect your services that begin July 1. If the votes fail, districts will receive reduced landscaping services. It will be evident. Rolling Hills saw that clearly in fiscal 2021/2022.
