Greeting:

I'm here as a concerned Fairfield Citizen and Resident of Lincoln Street where a group home housing registered sex offenders has opened. This home is in the midst of a street filled with young children, in close proximity to a preschool and FSUSD school. The neighborhood nor schools had any idea that such a group home was opening which understandably has caused a great deal of confusion, fear and anger over the situation.

I would like to request that the following items be placed on an upcoming City Council Agenda to allow time for the City Council to research and then address the concerns and questions of the residents regarding the Lincoln Street group home.

Information regarding the notification of FFPD/SCSO of group homes being opened and operating in the area. How is this notification done, by whom and what is the policy? • Who has oversight of these group homes and the businesses that operate them? Are they required to be permitted and licensed in FF or Solano County? The State? ® Does Fairfield have any formal ordinances that address residence restriction for Registered Sex Offenders beyond the automatic restrictions applied under PC 3003.5(b)? Can the City implement Prop 83 Jessica's Law stipulations which allows municipalities to enact residency ordinances addressing additional restrictions beyond parks and schools? The above are mandatory restrictions of Sex Offenders deemed high risk, convicted of lewd acts on child under 14 and continuous sexual abuse of a child. Examples of additional restricted areas would be Civic and Community Centers, Daycare Facilities, Libraries, Public Pools etc. for section 290 Parolees.

Is there any collaboration between the Department of Justice (DOJ), California Department of Corrections and Rehabilitation (CDCR), Division of Adult Parole Operations (DAPO) and our City and County Agencies (FFPD/SCSD and Probation Department)? R Are there procedures or protocols in place to address and determine if the residents have been placed accordingly by risk assessment scores and restrictions? How is it determined if they are supervised effectively and by whom? One of the occupants has already been arrested for a parole violation which causes the neighbors to believe that they are not as supervised and we have been told.

It would be beneficial to the community to have additional Public Information meetings with the representatives from all agencies presenting their roles and responsibilities in these matters. This is not an isolated incident as we've already seen Registered Sex Offender placements past and present in our area cause public safety concern.
