Erosion Control and Stormwater Quality:
8 6 . A n ero sio n an d sedimentation control plan shall be included as a part of the grading plan package. An erosion control plan shall be prepared by the developer's Civil Engineer and approved by the City Engineer. The erosion control plan shall include protection measures such as: check dams, straw wattles and hydroseeding details.

87. The project shall comply with the requirements of the most current National Pollutant Discharge Elimination System (NPDES) permit issued to the Fairfield-Suisun Urban Runoff Management Program.

88. The applicant shall obtain all necessary permits for storm water discharges, including but not limited to the State Water Resources Control Board Construction General Permit. Applicants whose projects disturb one or more acres of soil or whose projects disturb less than one acre but are part of a larger common plan of development that in total disturbs one or more acres, shall obtain coverage under the General Permit for Discharges of Storm Water Associated with Construction Activity (State Water Resources Control Board Construction General Permit, 99-08-DWQ). Construction activity subject to this permit includes clearing, grading and disturbances to the ground such as stockpiling, or excavation, but does not include regular maintenance activities performed to restore the original line, grade, or capacity of the facility.

89. The applicant shall be responsible for developing and implementing a Storm Water Pollution Prevention Plan (SWPPP) which shall be reviewed and approved by the Fairfield-Suisun Sewer District.

90. To limit pollutant generation, discharge and runoff to the maximum extent practicable, the project shall include stormwater pollution control measures listed within the document entitled "Storm Water Pollution Control Measures List". This list is provided within Appendix B of the document entitled "Storm Water Requirements for Development Projects- Packet for Project Applicants". Each identified source of pollutants may have one or more appropriate control measures as determined by the City of Fairfield.

91. All stormwater treatment measures shall be adequately operated and maintained. To ensure operation and maintenance of stormwater treatment measures, the property owner shall enter into a Stormwater Treatment Measures Maintenance Agreement with the City.

This agreement shall be signed by the property owner and submitted to the Department of Public Works prior to the issuance of the building permit. It is included in the document entitled "Storm Water Requirements for Development Projects- Packet for Project Applicants."

Subject: TSSP Planning Area 6 (PUD2022-002, SP2022-001, DR2022-004, ER2022- 005):

Dear Ms. Sheehan,
We are in receipt of the planning submittal for the subject project. The subject properties are not within the Solano Irrigation District Boundary; however, the District has facilities that will be impacted by the proposed development.

Generally, District facilities in the area may include canals, pipelines, drains and associated appurtenances, some or all of which may not be sufficient to handle urban or roadway loads.

Construction that impacts District facilities (relocation, replacement, etc.) must be performed outside of the District's irrigation season as to not impact deliveries to District agriculture customers. The typical irrigation season is March l through October 15, and is weather dependent. Any modifications to District facilities will be at the projects expense.

Below are specific comments relating to the project:

I. The Districts Dally Lateral D-1 (Lateral D-1) canal will be impacted by this project.

Lateral D-1 is a concrete I ined canal which runs west to east from Van den Road towards McCrory Road. The canal lies within a 45 foot wide easement owned by the District.

This canal must be undergrounded with the proposed development.

2. The District will require the Developer to enter into a Development Work Order to cover all cost associated with the review and mitigation of the impacts the proposed development has on District facilities. This Work Order must be signed and a monetary 810 VACA VALLEY PARKWAY, SUITE 201, VACAVILLE, CA 95688 • TELEPHONE (707) 448-6847 • FAX (707) 448-7347 WWW.SIDWATER.ORG •@WE_ARE_SID

deposit must be submitted to the District prior to the District reviewing and approving the maps and/or improvement plans.

3. T he D istrict m ust review and approve all Final Maps, Parcel Maps and Improvement Plans subm itted by the Developer.

4. T he D evelopers contractor shall obtain a District encroachment permit prior to any work affecting District facilities.

Thank you for the opportunity to review and comment on this project. If you have any questions, please contact m e at (707) 455-4045 or via email at [email protected].
