The Honorable Scott Tonnesen
Councilmember, Fairfield City Council
1000 Webster Street
Fairfield, CA 94533

Dear Councilmember Tonnesen,

I am writing to you in response to the Daily Republic article of January 17, 2024 which discussed a potential Middle East cease fire resolution for City Council consideration.

I would like to share several thoughts for you to consider:

1) Hamas has launched several wars against Israel from its base in Gaza, including ones in 2008, 2012, 2014, 2021, and now, the last cease-fire violation on October 7. Each time, Hamas violated previous ceasefires with Israel, launching thousands of rockets toward Israeli population centers, attempting to infiltrate and murder Israelis, and to fulfill its charter of complete eradication of the State of Israel and its population. Why would you support a cease-fire that will only help Hamas to re-establish itself for the next attack?

2) The US Department of State recognized Hamas as a Terror Organization in 1997 and has never revoked that designation. As an elected official, do you feel comfortable in providing direct or indirect support to a terrorist organization through a proposed resolution?

3) As an elected official, voters tasked to govern the city of Fairfield to take care of ALL its people. Fairfield has a diverse population that includes both Palestinian and Jewish communities. It is not within your purview to take positions on matters far beyond the borders of Fairfield or to advise on national and international complex issues, nor should you divide your local community by taking a side with your actions.

4) There are many violent armed conflicts occurring around the world ( https://geneva-academy.ch/galleries/today-s-armed- conflicts). Will the City Council discuss and deliver resolutions/proclamations on each one? Is that the best use of your time and staff time resources?

2 On December 12, 2023, the Vallejo City Council deliberated on a similar request on its agenda. Over 60 speakers expressed their opinions. As a result, Council members directed staff to craft a balanced proclamation, expressing its commitment to ensure protection and support for all its residents. I am attaching an undated copy.

Your community members on both sides of the conflict are traumatized and deeply hurting. Should the Council decide to agendize discussion of a Middle East cease fire resolution/proclamation, I urge you to consider a similar balanced approach.

Sincerely,

Sabine Goerke-Shrode
