Thankyou Samantha,

I hope this email gets to you. The WiFi here in Ethiopia is not good and it’s very sporadic.

I will still be in Ethiopia on April 2nd so perhaps I can send comments some other way?

The comments I would like to communicate are:

1. I am a physician who is trying to be part of the solution for homelessness, drug addiction, sex trafficking, and hopelessness in our community.

2. I am not an expert in business but, for my part, I have made every effort to understand and abide by our laws and regulations.

3. I am willing to work with the City of Fairfield and City Church and whoever else is interested in solving the tragic circumstances of the most vulnerable people of our community.

Furthermore, I would like to communicate:

4. There is no “clinic” entity at City Church from a legal standpoint.

5. The activities which have been described as a “clinic” are just individual physicians practicing medicine under their own license and their individual malpractice insurance, which is legal in CA.

6. Licensed physicians and nurses may legally care for patients at any location in CA. Even in their homes or worksites or even a street corner.

7. There is no and there has been no business of medicine at City Church. No exchange of money for services. No business relationship at all. It just individuals trying to care for other individuals without compensation, except for the shared love which is compensation enough.

Furthermore, I would like to communicate:

CAUTION: This email originated from outside the organization. Do not click links or open attachments unless you recognize the sender and know the content is safe.

3 8. A group of us have already invested around $60K to improve the nursery area of the church which is the site where healthcare providers volunteer at the church. The improvements have included roof repairs, painting the walls and ceilings, installing cabinets and countertops, deep cleaning of the premises, investment in computers and WiFi, and investment in furniture.

9. We hope to secure further funding and donations so we can apply for a permits (when needed) to improve the asphalt in the parking lot, create an ADA ramp to enter and exit the nursery, and renovate the bathrooms to comply with ADA requirements.

10. A group of us are pursuing a special use permit to allow a formal clinic to be established, which would likely use the nursery space or may involve new construction.

11. If the church is granted the permit, a business separate from the church will be established and incorporated “for the practice of medicine” which is required in CA for a business entity to practice medicine.

12. The proposed clinic will continue to function for the purpose of Loving the most vulnerable people in our community and the intent to bring them to full healing in body, mind, and spirit so that they can become fully empowered citizens of our community.

13. The proposed clinic will continue to be free to anyone who needs it.

Finally, I would like to communicate:

14. Since the red tag was placed on the door of the nursery, there has been no healthcare given at the City Church location.

15. Since the red tag was placed on the door of the nursery, almost 700 people who lack access to healthcare have not been able to receive care at the site.

16. Since the red tag was placed on the door of the nursery,

Dr Cline,

Thank you for reaching out with your concerns. Your voicemail was forwarded to me as well and I attempted to call you back this morning, but I got a message the voicemail has not been set up. I see from your email you are out of the county.

As for what can be done to help, I would encourage you to speak with City Church staff to inquire as to what areas they need assistance with getting the building and programs to meet the health and safety codes and ordinances.

If you would like to speak with the mayor and city council, I would recommend attending the next city council meeting (April 2nd) and express your concerns during public comment. You can log on via

4 zoom to attend the meeting and to make public comment. Here is the link to obtain information on the meetings: https://www.fairfield.ca.gov/government/city-council/city-council-meetings

If there is anything else I can assist you with, please feel free to reach out.

Best

Samantha Burrows

Subject: Red Tag at City Church

Hello,

I am one of the physicians who volunteers at City Church to provide medical care.

I was wondering what I can do to help the situation.

Could you please pass my contact information to the City Manager or Mayor so that they can contact me?

Unfortunately, the timing is bad for me because I am leaving for 2 weeks on a medical mission trip to Ethiopia. We are taking 17 health care workers to assist with school physicals and screenings, general and obgyn surgery, community health education, and the healthcare worker program. I'll be back April 6th but I will most likely have intermittent (at best) email between tomorrow and April 6th.

You don't often get email from [email protected]. Learn why this is important CAUTION: This email originated from outside the organization. Do not click links or open attachments unless you recognize the sender and know the content is safe.

5 I'd like to be a part of the solution as I know everyone just wants what is best for the city and the people.

Thanks!
