Subject: GHAD Assessment - OVERFUNDED - PLEASE AGENDIZE

To: City Manager, City Clerk, Mayor, GHAD Chair and Members, Daily Republic

Subject: Public Comment for the PVMMD Agenda Item #5 - May 7, 2024

My husband and I are owners in Paradise Valley/Enclave. We have paid into the Geological Hazardous Assessment District (GHAD) since inception.

The Council/Board is fully aware that the owners were charged in excess of the required funding levels. The GHAD is approximately $900,000 overfunded, or $5,000 per parcel.

The owners are recommending that the overfunding be refunded/rebated to each property owner. However, the GHAD Chair has REFUSED to placed this item on the agenda.

The GHAD (Geological Hazardous/City of Fairfield owes this money to the owners. This issue should be agendized NOW.

If we underpaid our property taxes, a lien would be placed on our property. Since logic, begging and pleading have not worked, the only next step is to take legal action - either collectively as a class action suit or individually as a civil matter.

City Clerk - please put this in the public record.
