Mini-storage: Exterior. Establishments primarily offer individualized enclosed storage spaces for rent or lease to the general public, including self-storage and mini-storage facilities. This use includes individual storage spaces with exterior or outdoor access. These uses may include a caretaker’s residential unit, moving trucks and trailer rentals, or the retail sales of moving and storage supplies, as accessory uses to the facility. This use excludes establishments where the primary use is outdoor vehicle storage.
Mini-storage: Interior. Establishments primarily offer individualized enclosed storage spaces for rent or lease to the general public, including self-storage and mini-storage facilities. This use includes individual storage spaces that are climate-controlled and only accessible from the interior of a building, with a limited number of common loading doors to the outside.
These uses may include a caretaker’s residential unit within the building and the retail sales of moving and storage supplies, as an accessory use to the facility. This use excludes moving trucks, trailer rentals, and the outdoor storage of moving equipment, vehicles, trucks, RVs, and boats.

The council determines that the proposed Zoning Ordinance amendments are categorically exempt from the California Environmental Quality Act (CEQA) per Section 15305: Minor Alterations in Land Use Limitations. The Zoning Ordinance amendments constitute minor code text changes pertaining to mini-storage uses and the way they are regulated in terms of land use.
These changes will not result in any new substantial physical changes to the environmen t.
Furthermore, subsequent Use Permit applications for interior mini-storage facilities in the IBP District will require additional analysis.

RESOLUTION NO. PC2024-05
RESOLUTION OF THE CITY OF FAIRFIELD PLANNING COMMISSION
RECOMMENDING THE CITY COUNCIL APPROVE AN ORDINANCE
AMENDING CHAPTER 25, ARTICLE I, ALSO KNOWN AS THE ZONING ORDINANCE, TO CREATE A LAND USE DEFINITION FOR "MINI-STORAGE:
INTERIOR" AND CONDITIONALLY PERMIT THE USE IN THE INDUSTRIAL BUSINESS PARK (IBP) DISTRICT; CREATE A LAND USE DEFINITION FOR "MINI-STORAGE: EXTERIOR"; AND ADJUST VARIOUS LAND USE
REGULATIONS PERTAINING TO "MINI-STORAGE: INTERIOR" AND "MINI- STORAGE: EXTERIOR" USES
THE PLANNING COMMISSION OF THE CITY OF FAIRFIELD HER EBY RECITES, FINDS, DETER MINES, ORDERS, AND RESOLVES AS FOLLOW S:
SECTION 1. On April 29, 2024, a Zoning Ordinance Amendment application (OA2024-002) to amend the Zoning Ordinance to create a land use definition for "Mini-storage: Interior" and conditionally permit the use in the Industrial Business Park (IBP) District was properly filed with the Community Development Department in accordance with the rules and regulations governing the official filing of such applications.
SECTION 2. The commission has held a duly noticed public hearing on July 24, 2024. The City staff presented substantial factual info rmation regarding the proposal in staff reports and through oral presentations before the commission, and the commission considered all public testimony and info rmation presented during the public hearing regarding this application.
SECTION 3. The commission has determined that the Zoning Ordinance amendments are consistent with the California Environmental Quality Act (CEQA) per Section 15305: Minor Alterations in Land Use Limitations. The Zoning Ordinance amendments constitute minor code text changes pertaining to mini storage uses and the way they are regulated in terms of land use.
These changes will not result in any new substantial physical changes to the environment.
Furthermore, subsequent Use Permit applications for interior mini storage facilities in the IBP District will require additional analysis.
SECTION 4. The commission has determined that the Zoning Ordinance amendments are consistent with the General Plan. The IBP District implements the General Plan land use designation of Business and Industrial Park. Properties with the Business and Industrial Park and IBP District designations are typically developed as master-planned business and industrial parks in campus-like settings. Suitable uses include administrative and professional offices, research and development, business support services, and limited warehousing, distribution, PC ITEM NO.: B

manufacturing, and assembly facilities. Mini-storage facilities are compatible with the Business and Industrial Park land use designation and IBP District on a limited basis and when designed appropriately. For example, a mini-storage facility that is sited within a climate-controlled building with only interior access to individual storage units and no outdoor storage can be compatible with the campus-like setting. An interior mini-storage facility can have the visual appearance of an office building, which is compatible with a business and industrial park in terms of design.
SECTION 5. Based upon the written findings set forth in sections 3 and 4 of this Resolution, the co mmission hereby recommends City Council approval of:
(a) Proposed Zoning Ordinance Amendment contained in the attached Exhibit "A." SECTION 6. The reco rd of proceedings shall be located at the Community Development Department and the director of community development shall be the custodian of such documents.
