Subject:Public Comment on Cannabis Business Program Ordinance 10/1/2024 Public Comment
Dear Mayor Moy and Councilmembers,

As a member of the Solano County Board of Education and a former probation officer, I’ve spent my career focused on the well-being of our youth and the integrity of our community. I am also proud to serve on Embarc’s Community Advisory Board, where I help ensure that the cannabis industry operates responsibly and in the best interest of Fairfield. Tonight, I’m writing to express my concerns regarding the proposed ordinance that would allow the transfer of cannabis licenses preliminarily approved by the Cit y Council.

Fairfield's cannabis program has been carefully built on a system that prioritizes fairness and responsibility, with only the most qualified and vetted operators earning their licenses. Allowing a preliminary approval to be transferred to an untested operator threatens the integrity of that process and risks undermining the very system designed to protect our community.

Cannabis operators in Fairfield, such as Embarc, have worked tirelessly to build trust with the community. They have become essential contributors to youth programs, including initiatives that keep our children safe from substance abuse. This work is only possible because of the thriving businesses currently in place—businesses that follow the rules and work alongside community members to make Fairfield a better place.

Oversaturating the market by allowing an additional, unvetted operator to step in without competing under the same standards will only dilute the positive impact current operators are able to deliver. I urge the City Council to protect the integrity of Fairfield's cannabis market by capping the number of operators at three and allowing the preliminary approval for the fourth operator to expire. Doing so will help ensure that existing cannabis businesses can continue to contribute meaningfully to youth services and other vital community programs.

Thank you for considering this important issue. Let’s keep Fairfield’s cannabis program accountable, strong, and community-focused.

Sincerely,
Michelle Coleman
