From April 2021 -June 2022 we conducted a trap, neuter, vaccinate, and return (TNVR) project at 2322 Baltic Court in Fairfield, CA. We were initially contacted by Jennifer Carter, a resident at 2334 Baltic Court. During the course of this project we made acquaintances with other residents, including Bill, John, Nadeen, and Dan. This letter provides insight into the dangers and abuse we faced in trying to decrease the stray cat population at Miki Seike's home.

Miki Seike is the resident at 2322 Baltic Court and the sole reason there are more than 100 feral felines living in the area. Miki is the sole feeder, caretaker, and hoarder of these felines and despite "not owning any of them" -she becomes aggressive, erratic, and agitated when any attempts are made to curb the population or advocate for their health needs. In 13 months, we were able to TNVR 24 adult/feral cats and placed 12 additional cats up for adoption. Every cat was a struggle to provide care for and our team faced multiple verbal assaults and threats of physical violence from Miki.

On 5/6/2021, with permission (verbal and written) we entered 2322 Baltic Court to retrieve a litter of kittens (Eowyn, Faramir, and Eomer) we had previously agreed to take from the residence. We brought a TNVR contract that outlined the project, costs, and ground rules.

While these terms were agreed upon via text and verbally -we asked Miki to sign this due to her progressively antagonistic behavior towards us and the other residents. When we began to get the kittens, the resident became violent, agitated, and physically blocked us into the home.

My partner was able to grab the carrier with three young kittens and was able to get out of the house to call law enforcement. Miki physically blocked me into her bedroom and began trying to get me to physically attack her -in the process she touched me several times. After her third attempt to instigate a fight and after I had asked to be let out for 5 minutes -I called 911. 1 had to put the phone into my shirt to keep her from grabbing it, and the operator could hear me ask several times to be let out of the house and declaring that my hands were in my pockets and I was not going to physically fight her -despite her grabbing at my chest and making contact in an attempt to grab my phone. After several more minutes, I threatened to kick the window out to free myself from the house, she paused and took a step back, and took the opportunity to jump onto her bed, down behind her, and out of the house.

She chased me out of the house and I locked myself in the car with Joelle and the kittens. As we waited for our medical director to take the kittens to Solano-Napa Pet Emergency Clinic. Miki

began to beat on the windows, scream, and make threats for the next 30 minutes. It took law enforcement almost 2 hours to arrive at the scene. The officer spoke with us, went into the home and spoke with Miki and I separately. He dissuaded us from filing a report due to the criminal climate at that time and stated 'eve aren't even prosecuting gun violence". Joelle went to the ER to have her wrists x-rayed and I returned home.

Her dog is an intact, male, Weimaraner, who is anxious, reactive, and has performed at least two, L3 bites on Miki. He lives in an inappropriately sized crate, is aggressive with strangers, and is incredibly stressed out. His home is invaded daily by the cats who have unfettered access to the home through proper windows, doors, the crawl space, and brought in by Miki herself. The smell of ammonia in the home makes breathing almost impossible, she has urine spray and feces all over the home. Despite her insistence that she doesn't own any cats, there are dozens of food bowls in her home and in the garage behind her home. The loft of the garage is caked in feces and the side door is propped open. Miki has also removed the vents from the bottom of her home, digs holes in the yard that she fills with cat litter and then buries, and is unwilling to get medical care for the sick/injured cats.

After the incident in May 2021 -we agreed to help Jen only and had her conduct trapping and doing transport. We called Fairfield code enforcement, adult protective services, animal control, and animal care services. No assistance was provided and the problem has become exponentially worse.

Sincerely,
Rachel Gardner

Owner states she has 4x cats & 1 x dog, all health wei ht.

She believes she knows the RP, cat owner is a that states whom she believes is the RP has poisoned the strays that she feeds in area, because the gentleman said 'duly cats killed' after a few strays came up dead.

Owner put up a camera system as well recently after the poisoning and said someone is placing feces on her car.

She states the same gentleman recently told her to go back to china. informed owner to report that info to FFPD.

Owner leaves garage open during day where she leaves out bedding, food & water where she says strays come n go as they please.

Closing as unfounded, not illegal to feed strays.
