STATEMENT OF ISSUE
In February 2024, the City Council adopted Resolution No. 2024 -28 authorizing the city manager to execute a professional services agreement with Carollo Engineers, Inc. (Carollo) for on -call design services for the Water Pipeline Freeway Undercrossing Proj ect for an amount not -to-exceed $250,000.
Adoption of this resolution authorizes the City Manager to execute Amendment No. 1 with Carollo to provide engineering and design services for the Hale Ranch Road Transmission Main Replacement Project (CPW090063) and authorizes a budget adjustment of $167,290 to the 2024-2025 budget.
DISCUSSION
Approximately 3,000 linear feet of a 24 -inch water transmission main is currently in use on Hale Ranch Road between Busch Drive and Cordelia Road. The adjacent pipelines a re 36-inches in diameter, which results in a bottleneck in the water system. The Project proposes the replacement of the existing 24-inch diameter pipe with a 36-inch diameter transmission main.
Carollo is the design engineer for the Midtown Five -Year Sewer Replacement project. They are familiar with City standards and practices and have ample pipeline design experience. The adoption of this
resolution authorizes the city manager to execute an amendment to the contract with Carollo to provide the engineering services for preliminary design through the final design of the Project.
Carollo’s proposal includes project management and design services for a not-to-exceed amount of $379,355. Construction is estimated to cost $3 million.
FINANCIAL IMPACT
The design authorization for this project will be $417,290, which is the total design amount plus a 10% management reserve ($379,355 proposal + $37,935 management reserve). Authorization of Amendment No. 1 will increase the contract maximum fee for a total not-to-exceed contract amount of $629,355 ($250,00 contract + $379,355 Amendment No. 1).
The funding for the design work was budgeted in the fiscal year (FY) 2024-2025 budget in the amount of $250,000. The increase in engineering design services will require a budget adjustment to the 2024-2025 budget in the amount of $167,290 to the Water Capital Projects Fund (Org 46260699; Project CPW090063). No projects will be jeopardized by this additional expenditure.
