This would include preparation of National Environmental Policy Act (NEPA) documentation in coordination with the Caltrans Department of Local Assistance (Caltrans) Division of Local Assistance in District 4 if the project is awarded federal funding, and

WORKPLAN

California Environmental Quality Act (CEQA) documentation if CEQA documentation and approval has not previously been completed by earlier phases of the project.

Subtask 6.1 – Preliminary Environmental Study Form
Prepare a Draft Preliminary Environmental Study (PES) form in accordance with the requirements of the Local Assistance Procedures Manual (LAPM), Chapter 6. Once City staff have approved the Draft PES, the Draft PES will be submitted to the Caltrans District 4 Local Assistance team. If a Field Review is required, ESA’s project manager would attend the Field Review Meeting with Caltrans to support environmental elements of that meeting. Following the Field Review Meeting, our team will prepare any needed revisions to the Draft PES and submit it to Caltrans for final approval.

Subtask 6.2 – Caltrans District 4 Mitigation Memorandum and NEPA Categorical Exclusion Prepare a Mitigation Memorandum to document the avoidance and minimization measures selected from the Caltrans D4 Local Assistance 326 CE Standard Mitigation Commitments Table. It is expected that measures will be identified for construction traffic, water quality, archaeological resources, hazardous waste, and biological resources. The Memorandum will be provided in letter format for City’s signature; ESA will transmit the letter to Caltrans on behalf of the City. Following approval of the Mitigation Memorandum, ESA will coordinate with Caltrans D4 Environmental Staff to facilitate their issuance of the NEPA Categorical Exclusion for the project.

Subtask 6.3 – CEQA Categorical Exemption Support Memo and Notice of Exemption  Review the project for application of a CEQA Categorical Exemption (CE), and prepare a CE Support Memo for the project file that describes why a CE is the appropriate level of documentation for the project and documents the investigations completed during the review. ESA will rely on the information prepared to support the PES Form, specifically as it pertains to hazardous materials, cultural resources, and biological resources, to inform the CE Support Memo.
 Upon completion of the CE Support Memo, prepare a Notice of Exemption (NOE) in the City’s preferred format and provide it to the City for their signature and posting at the County Clerk-Recorder’s office.

DELIVERABLES:

TASK 7 – OPTIONAL TASKS
Subtask 7.1 – Geotechnical Investigation
 Perform a limited geologic/geotechnical literature review and review any as-built information for the site and vicinity.
 Review available design plans to select exploratory boring locations.  Perform a site reconnaissance to observe existing conditions and mark out exploratory locations for subsequent utility clearance.
 Notify subscribing utility companies via Underground Service Alert (USA) for a minimum of two working-days (as required by law) prior to performing exploratory excavations at the site.

WORKPLAN

 Obtain an encroachment permit from the City of Fairfield to perform exploratory excavations in the City right-of-way. Since this is a City project, we assume that any fee for the permit will be waived.  Apply for, pay the required fees, and obtain a drilling permit from the Solano County Environmental Health Division (SCEHD).
 Perform up to two (2) borings at or near the proposed kiosk locations using a truck-mounted drill rig equipped with auger drilling equipment. Boring depths will range from 5 to 15 feet, depending on the conditions encountered. We anticipate the field work can be completed in one day.  Provide necessary traffic control measures during fieldwork.  Measure the existing pavement section material thicknesses at each core location (if encountered).  Obtain representative disturbed and relatively undisturbed soil samples from the boring locations using a driven Standard Penetration Test (SPT) sampler and/or California Modified sampler.  Log the borings in accordance with the Unified Soil Classification System (USCS).  Upon completion, backfill the borings in accordance with SCEHD permit requirements and patch them with rapid-set concrete dyed black. We assume that a more extensive repair potentially consisting of saw cutting, removal of old asphalt, and re-paving with new HMA will not be required due to anticipated roadway dig-outs and repairs in this area. If this is required, additional fees will apply for this repair operation and additional traffic control.
 Perform laboratory tests to evaluate pertinent geotechnical parameters.  Prepare a summary report with our conclusions and recommendations. Our report will include (but not be limited to) the following:
o Site Plan showing locations of borings
o Logs of exploratory borings, including depth to groundwater (if encountered) o Description of subsurface conditions.
o Existing pavement structural section material thicknesses at the boring locations (if encountered). o Laboratory test results.
o Anticipated excavation characteristics.
o Foundation recommendations for proposed kiosks and light poles. o Slab-on-grade recommendation for the proposed kiosks. o Code-based seismic design criteria (2022 California Building Code / ASCE 7-16). o Screening-level soil corrosion potential.
o Construction considerations.
 Review the progress project plans and specifications to verify the Geotech report’s recommendations have been properly implemented and/or provide additional recommendations, if necessary.

Subtask 7.2 – Utility Potholing
 Utility potholing for areas of potential conflict shall be identified and will include up to 5 potholes and/or electronic detection.
 Subcontractor to coordinate USA marking and attend field meets with utility owners. Subcontractor to verify USA markings and layout potholes. Electronic Detection shall be used when possible to identify utility location.

All potholes will be restored to City standards.

Subtask 7.3 – Historic Property Survey Report/Archaeological Survey Report  If during review of the PES Form (Subtask 6.1), Caltrans determines that the project would not quality as a Screened Undertaking from Section 106 of the National Historic Preservation Act (Section 106), ESA will prepare an Historic Property Survey Report (HPSR) and an Archaeological Survey Report (ASR) to satisfy the requirements of Section 106. This task would include completion of a records search at the Northwest Information Center, preparation and transmittal of letters to culturally affiliated Native American tribes, pedestrian site survey, and documentation.

12. ESA will rely on the information prepared to support the PES Form, specifically as it pertains to hazardous materials, cultural resources, and biological resources, to inform the CE Support Memo. If federal funds are not received for the project and preparation of a PES form is not required, certain tasks planned to be completed under Subtask 6.1 PES Form would need to be completed under Subtask 6.3 CEQA Categorical Exclusion Memo and Notice of Exemption under a reallocated task budget.
