Hale Ranch Road Transmission Main Replacement
Scope of Work
The purpose of this scope of work is to provide engineering services to develop final design documents for the Hale Ranch Road Transmission Main Replacement Project (Project).
Project Understanding
The City of Fairfield (City) currently owns and operates an existing 24-inch diameter potable water pipeline in Hale Ranch Road, north of Cordelia Road. The adjacent pipelines are 36-inches in diameter resulting in the 24-inch diameter pipeline creating a bottleneck in the City’s water transmission system. The Project includes replacing the existing 24-inch diameter pipeline with approximately 3,000 linear feet of 36-inch diameter pipeline to eliminate the bottleneck. In addition, the Project includes a new 36- inch diameter flow meter on the new 36-inch diameter pipeline and connecting the existing 30-inch diameter potable water transmission pipeline to the west of the new 36- inch diameter pipeline with a new flow meter. A project location map is presented in Figure 1.
Task 1 – Project Management
The purpose of this task is to manage the Project and subconsultants, conduct project meetings, and prepare project invoicing. As part of this task, Carollo will:
1. Conduct a Project kick-off meeting with the City .
2. Meet periodically with the City project team to discuss the project, present design options, review alternatives, and provide project status updates.
3. Provide monthly invoices with updates on the wor k completed during the invoice period and upcoming work.
Deliverables:
• Meeting agendas and meeting minutes
• Monthly invoices and progress status summary
Assumptions:
• A Project kick-off meeting and approximately 3 per iodic meetings are anticipated. • The project duration is anticipated form October 2 024 and July 2025.
EXHIBIT A-1
Task 2 – 35% Design
The purpose of this task is to conduct field work for the design and prepare 35% design documents for City review and comment. As part of this task, Carollo will:
1. Perform preliminary existing utility information research consistent with American Society of Civil Engineers' (ASCE) Investigating and Documenting Existing Utilities, ASCE/UESI/CI 38-22 standards Quality Level D. a. As part of this effort, Carollo will conduct a s ite visit to review the Project location and better understand the existing conditions and visually identify potential existing utilities.
2. Subcontract with LCC Engineering, Inc. to prepar e topographic mapping.
Topographic mapping will include:
a. Establishing survey control points using NGS Pub lished GPS Contra Costa County control monuments of record (based on CCS Zone III, NAD83, with NAVD 88 elevations.
b. Performing aerial topographic mapping
c. Performing a supplemental ground survey in order to attempt to locate all above ground utility structures, (e.g. valve boxes, vaults, manholes, inlets, lights, traffic poles, misc. boxes, drain inlets, exposed conduits and pipes, overhead wires, etc.) in the Project limits.
d. Performing right of way mapping based on County records and existing monuments. Easements shown on recorded documents will be included in the topographic mapping. If the City provides existing easement information not shown in County records those easement will also be included in the topographic mapping.
3. Subcontract with Crawford & Associates to perfor m a geotechnical investigation.
The geotechnical investigation will include:
a. Obtaining permits for performing geotechnical in vestigations. b. Drilling, logging, and sampling three borings (o ne 50-ft boring near the new flow meter vaults and two 15 foot borings along the pipeline alignment).
c. Performing laboratory testing of the boring samp les. d. Performing geotechnical engineering analysis and preparing a Geotechnical Report.
4. Prepare 35% design documents including plan view drawings.
5. Carollo will facilitate a design review workshop to obtain input on the design.
Deliverables:
• Draft and Final Geotechnical Report
• 35% Design Drawings
• Workshop agenda and meeting minutes.
Assumptions:
• Obtaining property title reports are not included.
• The project will be constructed with open-cut cons truction and trenchless construction is not anticipated.
• Access is available for survey and geotechnical wo rk. • Traffic control is not needed for surveying and tr affic control for geotechnical borings can be conducted with a single lane closure and flaggers. • A record of survey is not needed.
• Geotechnical borings within the existing pavement will be backfilled with dyed back concrete. Patching the pavement with Hot Mix Asphalt can be expensive and is not anticipated.
• Boring cuttings are non-hazardous and will be spre ad out and left on beyond the road shoulder.
• A site-specific seismic hazards analysis will not be required due to the nature of the flow meter vault structure (structure period).
• Geotechnical work will be within the City right-of -way and the encroachment fee will be waived.
Task 3 – 65% Design
The purpose of this task is to perform existing utility potholing and prepare 65% design documents for City review and comment. As part of this task, Carollo will:
1. Carollo will contract with a potholing company t o pothole key existing utilities to confirm the existing pipeline location.
2. Carollo will prepare 65% design documents includ ing drawings, technical specifications, and a construction cost estimate.
3. Carollo will facilitate a design review workshop to obtain input on the design.
Deliverables:
• 65% design drawings, technical specifications, and construction cost estimate • Workshop agenda and meeting minutes.
Assumptions:
• An allowance is included for existing utility poth oling since the number of potholes is not yet know. For budgetary purposes, approximately 5 potholes are anticipated with a budget allowance of $18,000. Surveying of the pothole locations is also included to precisely locate them on the design drawings. • City front end documents will be used. Carollo wil l review and make recommended updates to the City’s front-end documents.
Task 4 – 95% Design
The purpose of this task is to prepare 95% design documents for City review and comment. Work also includes preparing plat map and legal descriptions for City easement acquisition. As part of this task, Carollo will:
1. Subcontract with LCC Engineering, Inc. to prepar e plat maps and legal descriptions for easement acquisition.
2. Carollo will prepare 95% design documents includ ing drawings, technical specifications, and a construction cost estimate.
3. Carollo will facilitate a design review workshop to obtain input on the design.
Deliverables:
• Plat maps and legal descriptions
• 95% design drawings, technical specifications, and construction cost estimate • Workshop agenda and meeting minutes.
Assumptions:
• Three (3) plat maps and legal descriptions are ant icipated (one at each of the two new flow meters and one at the south side of Hale Ranch Road.
Task 4 – Final Design
The purpose of this task is to final design documents for bidding. As part of this task, Carollo will:
1. Carollo will prepare final design documents incl uding drawings, technical specifications, and a construction cost estimate.
Deliverables:
• Final design drawings, technical specifications, a nd construction cost estimate
Overall Project Assumptions:
• All meetings and workshops will be virtual.
• All deliverables will be in PDF format.
• The anticipated drawing list is shown in Table 1.
• City front end documents will be used. Carollo wil l review and make recommended updates to the City’s front-end documents.
• Carollo CAD standards will be used. The City stand ard cover sheet and border will be used. The FSSD pollution prevention requirements plan will be used. • The two flow meter vaults will be the same dimensi ons and layouts with different pipeline sizes inside
• Cathodic protection design anticipates that the ne w pipeline can be protected with the existing impressed current corrosion protection system and only electrically connecting the new pipeline to the existing pipeline is needed. • Hazardous materials including soil and groundwater are not anticipated. • CEQA compliance and permitting is not needed.
• Permit fees, if needed, will be paid by the City.
• There are existing RTU cabinets at both locations with power, spare I/O, and space to mount the transmitter. New cabinets will not be needed. The control panel drawing will show pictures of the existing TFU with the new transmitter, power, and I/O added.
• The existing SCADA system for the nearby check val ves has available input/output to accommodate the new flow meters.
• Bid period services and engineering services durin g construction are not included.
• The City will provide a consolidated set of design review comments. • Hydraulic analysis is not needed.
• The City will be responsible for obtaining easemen ts.
