STATEMENT OF ISSUE
The U.S. Department of Housing and Urban Development (HUD) requires the Fairfield Housing Authority (FHA) to create, update, and maintain an Administrative Plan that reflects the local policies and practices of the Fairfield Housing Authority. HUD also requires the FHA hold a minimum of on e (1) public hearing prior to the approval of any updates in the Administrative Plan.
DISCUSSION
The Administrative Plan is a plan that informs HUD, program participants, landlords, and the public of policies and procedures that FHA utilizes to serve the needs of low-income families that are elderly, disabled, homeless or at risk of homelessness. Updates to this year’s Administrative Plan include HUD’s guidance from the Housing Opportunity Through Moderation Act of 2016 (HOTMA). A few of the primary modifications to the program includes the following: 1) restriction on the eligibility of a family to receive assistance if the family has assets in excess of $100,000 2) FHA will not process interim changes when the changes are from increases in earned (wage) income; FHA will process an interim change if there is an increase of 10% or more of the adjusted annual income from unearned income; FHA will process an interim change if there is a decrease of 10% or more of any income change 3) the mandatory annual deduc tions for elderly/disabled families increased from $400 to $525 4) the threshold for deductions of unreimbursed medical
expenses increased from 3% to 10% of annual income 5) FHA will deny admission to applicants or terminate assistance of participants if any family member fails to sign consent forms or revokes their consent for the PHA to collect required verifications 6) Voucher size changed from 1 bedroom per 2 persons to 1 bedroom for the head-of-household and/or spouse and 1 bedroom per additional 2 persons. These changes will increase program efficiencies.
FINANCIAL IMPACT
There is no cost to approving the Housing Choice Voucher Program Administrative Plan.
