RECOMMENDED ACTION
Adopt resolution.
STATEMENT OF ISSUE
The City of Fairfield (City) utilizes the Environmental Systems Research Institute’s (ESRI) Geographic Information System (GIS) for mapping and public infrastructure management purposes. The attached resolution authorizes the city manager to sign the Small Government Enterprise Agreement with ESRI, Inc. The proposed three -year agreement is the least expensive alternative for the City to obtain extensive use of ESRI GIS software and website publishing tools.
DISCUSSION
The City of Fairfield Information Technology (IT) department seeks to enter into the Small Government Enterprise Agreement with ES RI, Inc. The agreement provides site licensing for essential ESRI GIS software products and website publishing tools for three years, allowing the City to continue and expand upon our work utilizing ESRI GIS to-date.
The Small Government Enterprise Agreem ent is a crucial component in providing products for city staff to conduct real-time analytics and optimizes day-to-day decision-making.
The Enterprise License Agreement provides:
Lower costs per unit for licensed software
Substantial reduced administrative and procurement expenses Maintenance on all ESRI software deployed under this agreement Complete flexibility to deploy software products when and where needed
Since 2013, City Council has authorized entering a Small Government Enterprise Agreement with ESRI, Inc. for 3-year terms. As a result, the City has been able to deploy products without license cost limitations such as, but not limited to:
Mobile mapping products for Public Works staff to input and view utility-related data in the field.
Mobile mapping products for city contractors to maintain city assets instead of static maps and Excel data.
Mapping products for other departmental software integrations (Public Works/Community Development – Central Square TrakIT, EnerGov, Fire- Tablet Command, Police- RIMS Computer Aided Dispatch) that would have required procuring additional ESRI software licenses.
Mapping expansion products related to emergency operations.
ESRI is the leading provider of GIS software to cities, and Fairfield has ha d a very positive experience using its software.
FINANCIAL IMPACT
Total costs for the software will be $93,250 ($87,600 + $5,000 [ArcGIS Hub Online] + $650 [Plus Image Extension]) annually, automatically renewing each year for three years, for a total no t to exceed $279,750 ($93,250 annually x 3 years). Funds for this agreement are budgeted in the Computer Fund Enterprise License.
