RECOMMENDED ACTION
Adopt resolution.
STATEMENT OF ISSUE
Comprehensive Operational Analyses (COA) are utilized by transit agencies to evaluate current system operations, develop and implement a strategic plan outlining changes and initiatives needed to maximize service productivity, and ensure long term financia l sustainability. The proposed Amendment No. 4 would allow the City to amend its consultant services agreement with Innovate Mobility, LLC (Innovate Mobility) to add additional tasks necessary to implement a multi-year COA for FAST’s local and paratransit services in the City, complete a Customer Satisfaction Survey, Electrification Impact Analysis, and Short-Range Transit Plan outputs.
DISCUSSION
Transit agencies use COAs to complete system evaluations and propose strategies designed to increase and sust ain ridership, improve operational efficiency, and maximize available funding.
City Council approved FAST’s COA in September 2022 by Resolution No. 2022 -243, which provides guidance on how and where to best utilize the limited transit funding over the next ten years in the City.
The council approved a consultant services agreement with Innovate Mobility (Agreement) to assist FAST in completing and implementing its first COA by Resolution No. 2020 -224 on
December 1, 2020. On September 21, 2021, the counci l approved Resolution No. 2021 -241 authorizing the execution of Amendment No. 2 for additional services, fees, and a time extension beyond the scope of the original Agreement to complete the necessary work associated with the project. Amendment No. 3 to pr ovide additional services, fees, and a time extension to the original Agreement was approved by council through Resolution No. 2023-132 on June 6, 2023.
In June 2022, the City was notified that they were awarded $1,000,000 in competitive Fiscal Year 2021 American Rescue Plan (ARP) funding through the Federal Transit Administration for additional COA related work, which includes:
Updated COA evaluation and recommendations
Customer Satisfaction Survey
Electrification Impact Analysis
Short Range Transit Plan
Amendment No.4 would allow the City to take a larger and more in -depth review of its transit services and how to best position for handing out the surveys.
FINANCIAL IMPACT
Total authorization for Amendment No. 4 to the Agreement would be $1,000,000, which is 100% federal funds with no local match requirement. This would increase the total Agreement to $1,832,610. Funds are budgeted in the Transportation Fund (Fund 451, Organization Code 45160503). There is no impact to the General Fund.

ALTERNATIVE ACTION
The council may choose not to approve Amendment No. 4. This is not recommended, however, as FAST does not have sufficient staff resources to implement the approved COA and other reporting respon sibilities without an outside consultant. The City would also be required to return the $1,000,000 in FTA grant funds awarded in June 2022.
