STATEMENT OF ISSUE
As part of the Community Spaces Initiative’s five-year implementation plan, the proposed project will develop a 4.43 -acre site that will include the construction of a new 6,700 -square-foot recreation center and park at an undeveloped site at 2030 N. Texas Street. This resolution approves the plans and specifications for the Linear Park Node 4A – 2030 N. Texas Recreation Center Project (Project) and awards a contract in the amount of $13,385,000 to CWS Construction Group, Inc. (CWS) of Novato, California.
DISCUSSION
In March 2018, the council approved the Central Fairfield Revitalization and Linear Park Concept Plan and its 5-year implementation plan. The implementation plan focused on developing Node 4A, located at 2030 N. Texas Street. The concept plan for this site included a 5,000-square-foot recreation facility with a surrounding park. As the project scope became more defined over the years and true Project costs became real, it was determined that the adopted budget would not be sufficient to fully fund the Project and staff would need to seek alternative funding sources, such as grants. In December 2021, the Project successfully secured $5.67 million in grant funding through the State Department of Parks and Recreation Proposition 68 Statewide Park
Development and Community Revitalization Program. This state grant funding will fund the construction of the park components for the Project. Without this funding, the City would only be able to fund the construction of the building and parking lot. The constr uction of the park portion of the Project must be completed by June 30, 2028.
The City was also able to partner with First 5 Solano Children and Families (First 5) to become a long-term tenant for the new recreation center. The recreation facility has been designed to meet the needs of First 5 to provide early childhood education, parental education and assistance, and other common services such as assistance for housing, employment, food, and healthcare. The recreation center will have an attached gated playground.
The proposed Project includes the development of 4.43 acres of land located directly adjacent to the Linear Park Trail. This site will include a 6,700 square foot recreation center, multi -use fields with two soccer fields, perimeter walking/jog ging trail with lighting, multi -use court area for basketball, futsal, volleyball, pickleball, and a running track with lighting, children’s playground (2-5 and 5 -12 years old) with lighting, an additional play area, multi -use/open space turf area, multi-generational fitness node, plaza with picnic area, parking lot, and a perimeter wall and fencing for safety throughout the park.
The basis of bid award shall be the lowest bid determined by totaling Bid Schedule A plus Bid Schedule B Add Alternative #1 (G rand Total) and whose bid complies with the specified requirement. Bid Schedule A includes work for site and building improvements and Bid Schedule B Add Alternative #1 is for the purchase and installation of appliances. When the final design estimate for the Project came, the amount was very close to the adopted budget. In response, staff elected to separate the appliance components as a way to have flexibility on contract award and ensure the Project stayed within the adopted budget if the base bids came in higher than expected. Bids for the project were opened on November 6, 2024. Four bids were received and ranged in price from $194,326 to $15,400,000. The Engineer’s Estimate for the Grand Total is $13,517,000. The as-read low bid, at $194,326, was deeme d to be non-responsive and thus not the true low bid. The second low bidder, CWS of Novato, California with a bid of $13,385,000, was deemed responsive and responsible. CWS and their subcontractors are appropriately licensed to complete the work.
Construction is anticipated to start in March 2025, with a 240 working day contract, and is projected to be completed in April 2026. The Project includes play structure equipment, shade structures, electrical panels, and light poles that have long lead times and may delay construction. As construction moves forward, site deliveries and coordination with external utility companies may cause construction traffic near the site. Staff will be communicating any impact to the public as it arises.
FINANCIAL IMPACT
The construction authorization for this Project will be $14,723,500, which is the total bid amount plus a 10% contingency ($13,385,000 total bid + $1,338,500 contingency). This project will be funded with $8,054,290 of AB 1600 Parks Fund (Fund 263), $1,000,000 of Grant funds from First 5, and $5,669,210 of Proposition 68 Grant funds from the California Department of Parks and Recreation.
The funding for this project will be changed from Bedroom Tax (Fund 165) to AB 1600 Parks (Fund 263). A budget adjustment is required to transfer $3,699,395 from AB 1600 Parks (Fund 263) to Parks Capital Project Fund (Fund 251; CPW050035).
Once completed, this Project will require new funding for ongoing maintenance of both the facility and the park. Parks and Recreation Department staff are currently negotiating a Memorandum of Understanding with First 5 , which will determine the maintenance responsibilities for the building. Through the next budget cycle, City staff will submit a r equest for additional funding or staff for the required ongoing maintenance of the park.
PUBLIC CONTACT/ADVISORY BODY RECOMMENDATION
A notice inviting bids was advertised twice in the Daily Republic on September 22, 2024, and September 29, 2024. In addition, the Plans and Specifications were hosted through BPX Printing & Graphics' online Planroom. The initial advertisement emailed a notice of the Project and complete bid package to 17 builder’s exchanges in the State of California, covering the area from Redding to San Jose and Stockton to Santa Rosa.
During the design process , multiple meetings were held with the public to obtain feedback on what amenities were desired. The meetings were held virtually and in person, some even on-site at the trail to allow easy access for the community.
ALTERNATIVE ACTION
If the City Council has any questions, this request may be delayed so that staff can respond. The council may choose not to award the contract, reject bids, and restart the bidding process. If this option is chosen, however, it would delay the Project construction completion date, potentially putting the City out of compliance with the State Grant terms and leading to the possibility of loss of funds.
