RESOLUTION NO. 2024-286
SUSPENDING COMPETITIVE BIDDING AND AUTHORIZING THE CITY MANAGER TO EXECUTE A
TECHNOLOGY SOFTWARE-AS-A-SERVICE AGREEMENT FOR THE PROVISION OF TRANSIT
AUTOMATED VEHICLE LOCATION, SERVICE MONITORING, REPORTING SERVICES AND
EQUIPMENT
WHEREAS, on December 30, 2021, the City of Fairfield entered into a Technology Software-As- A-Service (SaaS) Agreement totaling $ 155,513 for the provision of transit automated vehicle location (AVL), service monitoring and reporting Services with Swiftly, Inc. (Swiftly) beginning January 1, 2022, and ending December 31, 2024; and
WHEREAS, the service that Swiftly provides has met expectations and the City wishes to continue utilizing Swiftly services; and
WHEREAS, the City wishes to enter into a five-year SaaS Agreement with Swiftly from January 1, 2025, to December 31, 2029; and
WHEREAS, the City also wishes to retrofit 14 smaller vehicles with the Swiftly AVL system to provide flexibility for its smaller vehicles to operate on fixed route; and
WHEREAS, Swiftly will provide the equipment and software necessary for this program.
NOW, THEREFORE, THE COUNCIL OF THE CITY OF FAIRFIELD HEREBY RESOLVES:
Section 1. The City Council hereby suspends competitive bidding and authorizes the city manager to execute a SaaS Agreement with Swiftly for the provision of AVL, service monitoring, reporting services, and equipment in an amount not-to-exceed $566,323.44.
Section 2. The city manager or designee is hereby authorized to execute and administer amendments in an amount not-to-exceed $84,948.51 for a total not to exceed contract amount of $651,271.95.
Section 3. The city manager, public works director, or transportation manager is hereby authorized to do all things necessary to implement the above-mentioned agreement
