* Additional West Yost and subconsultant resources will be identified and engaged as necessary over the course of the program.
ORGANIZATIONAL CHART FOR INITIAL TASKS
2 operate it. This means we are poised to move smoothly into a management role for a plant expansion with the least amount of impact on City staff workload.
Vacaville Water and Wastewater Master Plan Engineer.
Since 1990, West Yost has been engaged in and provided
support for Vacaville’s long term utility system planning. We have and will continue to think proactively about what the City needs and how emerging challenges can be addressed.
The water master planning and related evaluations
performed in recent years considered options for enhancing surface water supplies and groundwater supplies, including a high-level look at surface water treatment options. The NBR WTP will continue to be an important part of the City supply. Expanded capacity there needs to be based on an evaluation of how existing and future facilities can distribute water to optimize use of both surface and groundwater
sources. West Yost is well informed on the opportunities and constraints, and ready to refine and enhance the supply analysis to determine the right amount of investment
at NBR, and a plan for efficient phasing of future water distribution infrastructure.
STRONG PROGRAM MANAGEMENT /
OWNER ADVISOR CREDENTIALS
West Yost has some of the most relevant, recent experience possible for leading a large water treatment plant expansion program. Our firm has:
■ Led two major water treatment plant planning, design
and construction projects in Northern California: The
Woodland Davis Clean Water Agency’s (WDCWA) Davis-
Woodland Water Supply Project completed in 2016,
and the Stanislaus Regional Water Authority’s (SRWA)
Regional Surface Water Supply Project, completed in 2024 serving the Cities of Turlock and Ceres. These projects had program values of $230 million and $224 million,
respectively. Similar to the NBR WTP program, both
of these surface water treatment facilities are owned
and operated under a joint powers authority, and both
included multiple project elements incorporating both
treatment and water transmission improvements.
QUALIFICATIONS – THE FIRM
West Yost is uniquely qualified to move into a Program
Management role for expansion of the North Bay Regional Water Treatment Plant (NBR WTP) on behalf of the Cities of Fairfield and Vacaville for two primary reasons:
■ We are currently providing water engineering services to both Cities in the form of planning and engineering
support focused on water infrastructure. This existing
relationship has developed substantial institutional
knowledge within West Yost that helps reduce the
workload demands on City resources.
■ We have strong program management credentials,
including leadership of two of the most recent major
water treatment plant design and construction projects
in California. We have served as Owner Advisor for
collaborative delivery (design-build) projects totaling over $1 billion. This benefits the Cities by providing access to recent relevant experience from projects similar to the NBR Expansion Program.
Furthermore, West Yost is well known to both Cities. We know and enjoy working with your staff and continue to
strive to maintain the trust built over years of collaboration in service to the two communities.
PROVIDING LONG-TERM UTILITY PLANNING
SERVICES TO FAIRFIELD AND VACAVILLE
Fairfield Public Utility Master Plan Engineer. West Yost is currently finalizing Fairfield’s Public Utility Master Plan and has been working for Fairfield since 2003. Our work has included GIS and asset management, and since 2015
we have served as Fairfield’s water system planning and modeling team. The current master plan includes a high- level evaluation of how additional capacity might be
created at the NBR WTP , and some of the issues related to expanding the existing plant. Through these efforts, West Yost has up-to-date knowledge of the constraints and opportunities at NBR, and how the NBR will be needed
to meet Fairfield’s capacity needs into the future. We are familiar with the plant, and familiar with the City’s staff who

The WTP had been proposed before and the Study assumed it would be constructed along Hutchison Drive. UC Davis has identified a new location for the WTP, and this evaluation identified necessary infrastructure improvements necessary to integrate the additional 1.8 mgd of additional supply capacity into UC Davis’ Domestic Water system. The evaluation also assessed the ability for DW 7A to blend with the new WTP to reduce chromium 6+ concentrations. The Study found that without additional infrastructure to interconnect the two facilities, sufficient blending would not be realized.
