CALL TO ORDER
Vice Mayor Pam Bertani called the meeting to order at 5:02 p.m. City Attorney David Lim called roll.
Present in person were Councilmembers Doug Carr, Doriss Panduro (arrived 5:06 PM), Scott Tonnesen, Rick Vaccaro, K. Patrice Williams, and Mayor Cat Moy (arrived 5:09 PM). Vice Mayor Pam Bertani was absent.
No persons wished to speak in person or via Zoom at public comment.
The City Council went into closed session on Item #1:

Present were City Manager David Gassaway, City Attorney David Lim, City Staff members Angela Broaddus and Farbod Pirouzmand, Police Captain Brad Collins, Police Chief Dan Marshall (Zoom), and Attorney Shannon Ripple (Zoom).
