Adopt resolution.
STATEMENT OF ISSUE
Whitney Skillman, Communications Supervisor at the Communications Division of the City Manager’s Office retired on December 30, 2024. She has a unique set of skills that are needed to finish several high -profile projects until a new Communications Supervisor is hi red. Staff recommends hiring Whitney Skillman as a Communications Supervisor Annuitant until a new incumbent is hired.
DISCUSSION
The Communications Division has several high -profile projects for multiple departments that need staff support until a new Co mmunications Supervisor is hired. These are the projects that each department needs Ms. Skillman’s unique skills and abilities to support:

Due to the high priority of these projects and without interruption, staff recommends hiring Whitney Skillman as a Communications Supervisor retired annuitant under Government Code Sections 7522.56 and 21224. The city requires Ms. Skillman’s highly specialized skills for a limited duration, from January 28, 2025, through June 30, 2025, without the prescribed 180-day break in service.
FINANCIAL IMPACT
The total estimated cost for this request will not exceed $67,718 from the General Fund.

ALTERNATIVE ACTION
The City Council may direct staff to seek a different method or hire a consultant to work on these high-priority projects. However, this is not recommended due to the learning curve necessary for someone to become familiar with the City’s marketing processes. Furthermore, the time it would take to become effective would result in a significant cost increase as well as a delay in implementing initiatives.
