Agenda Item No: L.4

AGENDA REPORT
DATE: January 21, 2025

TO: Mayor and Council

FROM: David Gassaway, City Manager

SUBJECT: Resolution 2025-13 HR Retired Annuitant Public Works

Allowing the City of Fairfield to Hire Diane Feinstein as a Transportation Manager Retired Annuitant Without a Six-Month Break in Service

Funding Source: $84,586; Transportation Enterprise Fund

Contact: Farbod Pirouzmand, (707) 428-7397

RECOMMENDED ACTION
Adopt resolution.

STATEMENT OF ISSUE
Public Works Transportation Division (Transportation) has implemented microtransit (on - demand bus service). To successfully continue implementing the next phase of the city’s microtransit service, staff recommends hiring Diane Feinstein as a retired transp ortation manager annuitant.

DISCUSSION
Diane Feinstein retired on December 30, 2024. After her retirement, 40% of Transportation’s positions will either be newly filled or vacant. The staffing situation will make it difficult to perform the extensive coordination required between Transportation and FAST riders, other City departments, the Metropolitan Transportation Commission, outside agencies, consultants, contractors, and vendors.

Ms. Feinstein’s leadership and knowledge are important to ensure the success of transportation services in the city. Her institutional and specific knowledge about transportation requirements makes her uniquely qualified to perform the required tasks. Current City staff do not have the same knowledge base in this specialized area, and because of the current staffing levels, this work is beyond the capacity of what staff can undertake. Additionally, Ms. Feinstein will need to ensure the success of a new cashless system for FAST and onboard a newly hired transportation planner.

Due to the high priority of these projects and the necessity to fill these critical roles without interruption, staff recommends hiring Diane Feinstein as a transportation manager retired annuitant under Government Code Sections 7522.56 and 21224. The city requires Ms. Feinstein’s highly specialized skills for a limited duration, January 28, 2025, through June 30, 2025, without the prescribed 180-day break in service.

FINANCIAL IMPACT
The total estimated cost for this request will not exceed $84,586 . It will be funded by the Transportation Enterprise Fund (Funds 45160002 and 45260002), with no impact on the General Fund.

ALTERNATIVE ACTION
The City Council may direct staff to seek a different method or hire a consultant to work on these high-priority projects. However, this is not recommended due to the learning curve necessary for someone to become familiar with Transportation’s systems and processes. Furthermore, the time it would take to become effective would result in a significant cost increase as well as a delay in implementing initiatives.
