RECOMMENDED ACTION
Adopt resolution.

STATEMENT OF ISSUE
Suisun City’s Fire Department (SFD) is having difficulty finding quality, timely, and reliable fire truck repair vendors. As such, Suisun City has identified a Memorandum of Understanding (MOU) with Fairfield to provide fire truck maintenance and repairs as a possible alternative.

DISCUSSION
SFD currently contracts with multiple out of town vendors for their fire vehicle maintenance and repairs. SFD has been experiencing long wait times and substandard work from current contractors, which they have determined is unsustainable in the long term.

Suisun City has requested to execute an MOU with Fairfield for fire truck maintenance and repairs as an alternative to sending these trucks to out -of-town vendors. If executed, Fairfield would agree to provide maintenance and repair services for the SFD fire trucks. Fairfield's Public Works Department - Fleet Management Division will provide scheduled preventive maintenance, inspections, and repairs.

FINANCIAL IMPACT
The cost to Suisun City is based on actual time and materials used for Fa irfield to provide the desired maintenance and repairs. The agreement would be through February 2026, at which time the city managers of each City would evaluate a one-year extension.

The MOU is expected to add an average of 350 hours of labor per year to Fairfield’s Fleet team.

With the existing built-in redundancy, Fairfield is not adding staffing, shop space, or equipment to take on the services described in the MOU. The monthly fees received from Suisun City would augment Fairfield’s current staffing model.
