RECOMMENDED ACTION
Adopt resolution.
STATEMENT OF ISSUE
The City of Fairfield secured a Federal Transit Administration (FTA) grant to construct an additional parking lot at the Fairfield -Vacaville Hannigan Train Station (Train Station). This resolution approves the plans and specifications for the Fairfield-Vacaville Hannigan Train Station Parking Lot Project (Project) and awards a contract to Mountain Cascade Inc. (Mountain Cascade) of Livermore, California in the amount of $2,116,227.50.
DISCUSSION
The Train Station is located within a rapidly growing area in northeast Fairfield. The demand for parking has increased greatly since the opening of the Train Station in 2017. To facilitate new ridership and to accommodate future growth, the Project includ es the construction of 160 new parking spaces. This will increase the capacity from 136 parking spaces to 299. Of the 160 new parking stalls, 27 are designed for future installation of electric vehicle chargers, which are expected to be installed when funding becomes available. The Project also includes landscaping, lighting, and concrete sidewalk improvements.
There will be little to no impact to traffic during construction since the parking lot cannot be directly accessed from Vanden Road. The number of parking stalls will be temporarily reduced, as the existing gravel parking lot will be removed to install the Project improvements. The Project is scheduled for 60 working days.
Bids for the Project were received from eleven contractors and opened o n November 12, 2024.
The bids ranged in price from $2,116,227.50 to $3,092,452.00. The engineer’s estimate for the Project is $2,100,000. The apparent low bid was submitted by Mountain Cascade. Staff reviewed Mountain Cascade’s bid and determined that the bid was responsible and responsive.
FINANCIAL IMPACT
The construction authorization for this Project will be $2,327,850.25, which is the total bid amount plus a 10% contingency ($2,116,227.50 total bid + $211,622.75 contingency). Funding for this Project is captured in Project No. CPW070023. Project funds include $1,900,000 in FTA federal grant funds and $400,000 will be covered through local funding.
The remaining funding for construction and bid phase expenses were not included in the Fiscal Year (FY) 2024-2025 Budget and will require a budget adjustment of $35,000 from SB 1 (Fund 163) to the Capital Streets Fund (Fund 252; Project No. CPW070023). Finance has confirmed that adequate reserves in Fund 163 exist and that no projects will be jeopardized by this additional expenditure.
The Project is eligible for SB -1 funding as it supports capital improvements to the Train Station and aligns with the Metropolitan Transportation Commission’s objectives of modernizing regionally significant transit hubs, th ereby reducing greenhouse gas emissions vehicle miles traveled and congestion.

ALTERNATIVE ACTION
If the council has any questions, the recommended action may be delayed so that staff can provide the necess ary backup. Staff does not recommend this, however, as this will delay the delivery of the Project and potentially lose grant funding.
