RECOMMENDED ACTION
Adopt resolutions.
STATEMENT OF ISSUE
The adoption of the attached resolutions accepts the Clean CA-SR12 Beautification in the City of Fairfield Project (Project) as complete and authorizes a contractor services agreement for an amount not to exceed $171,000 with Marina Landscape, Inc. (Marina Landscape) for land scape maintenance services associated with the Project for two years.
DISCUSSION
On November 21, 2023, the City adopted Resolution 2023-273 approving a contract with Marina Landscape to provide landscape improvements along Route 12 in the City of Fairfield. The Project consisted of landscaping with recycled water irrigation, inert grou ndcover, and community identification at Webster and Jackson interchanges, and Pennsylvania Avenue intersections.
In accordance with Sections 9.13 of the Project’s Technical Specifications and the Clean California Local Grant Program requirements, Marina Landscape is required to perform continued maintenance for a two-year term following the completion of the Project. Ongoing maintenance includes, but is not limited to, the watering, weeding, fertilizing, cultivation, spraying, and
pruning necessary to uphold the healthy growth condition of plant materials and keep the area neat. Bid items 22 and 23 of the Project’s bid schedule reflect the costs for ongoing landscape maintenance.
The proposed resolution authorizes the city manager to execute a contractor services agreement with Marina Landscape in the amount of $171,000, for a two -year term from October 28, 2024, to October 27, 2026.
The construction authorization for the Project was approved for $1,905,506. This amount included a total bid of $1,656,9 60.50 and a 15% contingency of $248,545.50. The final cost for the Project was $1,586,644.01, which includes the total construction cost of $1,415,644.01 and the maintenance amount of $171,000 , which is approximately 16.73% below the amount authorized for construction.
FINANCIAL IMPACT
The total authorization for the contractor services agreement with Marina Landscape for the two- year landscape maintenance term is $171,000. Funding for this contractor services agreement is budgeted in the Streets Capital Project Fund (Fund 252; CPW070034).
Following the completion of the two-year maintenance agreement, the Public Works Department will manage ongoing maintenance, which will be funded through the General Fund (Fund 101).
