STATEMENT OF ISSUE
The proposed professional services agreement will provide for the 2025 update to the City’s Urban Water Management Plan (UWMP), as required by the State.
DISCUSSION
The Urban Water Management Planning Act (Act) was adopted by the California State Legislature as Assembly Bill (AB) 797 in 1983. The Act requires all urban water suppliers exceeding a threshold of more than 3,000 customers or supplying more than 3,000 acre -feet annually to develop a UWMP and update it every five years. The City of Fairfield’s water system exceeds both thresholds and has complied with provisions of the Act since its inception.
A UWMP is a document that supports long -term water resource plan ning to ensure the availability of adequate water supplies for demands imposed by future growth. Urban water suppliers are required to assess the reliability of water sources over a 20 -year planning horizon that considers normal, dry, and multiple dry year s. A UWMP plan generally describes and evaluates water supply sources, projected population, future water demands, demand management measures, strategies for responding to water shortages, and other relevant information to ensure an appropriate level of reliability in water supply and demand forecasting.
The Department of Water Resources reviews all UWMPs to ensure that water suppliers are implementing effective water management strategies to support long-range planning activities.
Kennedy/Jenks Consultants, Inc. (Kennedy/Jenks) is a well-established water and engineering firm whose core competencies are water system planning, design, and engineering services.
Kennedy/Jenks prepared the City’s 2020 UWMP and has assisted with State-required annual water demand projections. Additionally, Kennedy/Jenks has significant knowledge of the City’s water supplies and environment, extensive knowledge of the applicable regulations and guidance documents, and experience on similar projects.
Pursuant to Chapter 28.31 of the Fairfield Municipal Code, professional services shall be let on the basis of demonstrated competence and the professional qualifications necessary for the satisfactory performance of the services required. Because of K ennedy/Jenks’ expertise and knowledge of the City’s system, s taff recommends entering into an agreement with Kennedy/Jenks to provide the City’s UWMP 2025 update.
FINANCIAL IMPACT
The total authorization for this agreement is not to exceed $132,000. The cost for this agreement will be paid out of the Water Enterprise Fund (Fund 461, Organization Code 46160600).
Kennedy/Jenks proposed scope and cost for the UWMP update is in line with similar work for mid-sized city.
