AUTHORIZING THE EXECUTIVE DIRECTOR OF THE CITY OF FAIRFIELD HOUSING AUTHORITY TO
EXECUTE AN AGREEMENT TO ENTER INTO A HOUSING ASSISTANCE PAYMENT AND HOUSING ASSISTANCE PAYMENT CONTRACT WITH FAIRFIELD TEXAS STREET LP FOR 50 PROJECT BASED VOUCHERS TO CREATE PERMANENT SUPPORTIVE HOUSING AT 3331 NORTH TEXAS STREET IN
THE CITY OF FAIRFIELD
WHEREAS, the Fairfield Housing Authority has approved the development and implementation of the Project -Based Voucher Program as authorized by the U.S. Department of Housing and Urban Development (HUD) under Code of Federal Regulations, Title 24, Part 983; and
WHEREAS, the property located at 3331 North Texas Street proposes to convert a 100-unit motel into a 51-unit conversion project containing 50 units of Permanent Supportive Housing available to behavioral health clients who are homeless or at risk of homelessness that may be veterans, young people, elderly or other individuals; and
WHEREAS, Fairfield Texas Street LP (Danco), the proposed owner and operator of the site at 3331 North Texas Street responded on February 10, 2025, to FHA ’s Request for Proposals for 50 Project-Based Vouchers to create Permanent Supportive Housing for homeless or at risk of homeless households with a behavioral health condition; and
WHEREAS, the participation of the Danco project in the Projected Based Voucher Program will create 50 subsidized units for homeless households; and
WHEREAS, in October 2017, HUD authorized housing authorities to enter in to a Housing Assistance Payment (AHAP) with an initial term of up to 20 years with an additional 20-year renewal option; and
WHEREAS, the 20-year commitment of PBV will increase Danco’s competitive ness in the state HomeKey round of funding that offers over $1.5 billion dollars to support hom eless housing efforts; and
WHEREAS in order for Danco to assign the AHAP, it must obtain the approval of the Fairfield Housing Authority, more formally known as a Consent to Assignment of Agreement to Enter into the Housing Assistance Payments as provided herein; and
WHEREAS, Fairfield Housing Authority staff, have determined that the Description of Housing, attached hereto as Exhibit A to the AHAP , and the Agreement to Enter into the Housing Assistance Payments Contract, attached hereto, are reasonable and necessary to ensure continued provision of affordable housing located at 3331 North Texas Street; and RES. WHEREAS, the Commissioners of th e Fairfield Housing Authority find it in the interest of the public health, safety and welfare to authorize the execution of the Agreement to Enter into the Housing Assistance Payments Contract before construction and a Housing Assistance Payment Contract after construction completion.
NOW, THEREFORE, THE FAIRFIELD HOUSING AUTHORITY HEREBY RESOLVES:
Section 1: The agreement to enter into the Housing Assistance Payments with Danco Communities for 50 Project Based Section 8 Vouchers and a Housing Assistance Payment Contract consistent with the approved program contemplated herein.
Section 2: The executive director is hereby authorized to do all things necessary and proper to implement this resolution inclusive of the execution of all approvals and agreements contemplated herein.
