RECOMMENDED ACTION
Receive report and authorize submission to the State.
STATEMENT OF ISSUE
The Community Development Department prepares Annual Progress Reports on the General Plan (Annual Report) and Housing Element every year to comply with Section 65400(b) of the California Government Code. The Annual Reports describe the progress in implementing the General Plan and meeting the City’s share of regional housing needs. Following City Council review, staff will submit the Annual Report to the California Governor’s Office of Planning and Research (OPR) and the California Department of Housing and Community Development (HCD) by April 1, 2025.
DISCUSSION
California Government Code Section 65400(b) requires all jurisdictions to provide Annual Reports summarizing the implementation of their General Plans and Housing Elements. The General Plan represents the community's vision for future growth and development and establishes a policy framework for making long -term decisions. The General Plan is implemented through staff and elected official decisions, capital improvement projects, Municipal Code updates, programs, actions, and processes. Core topics of the City's General Plan include land use and urban design, transportation, the protection of T ravis Air Force Base, public facilities and services, parks and recreation, conservation and open space, and economic development. The City’s Housing Element plans to meet the housing needs of all of Fairfield’s residents.
The Annual Reports describe the City’s progress in implementing the policies and programs of the 2002 General Plan as set forth in the General Plan Implementation Program, including the
City’s progress on providing its share of regional housing needs. The Annual Report on the General Plan is organized by topic areas based on the City’s General Plan Elements. This is the 24th Annual Report prepared by the Community Development Department since the 2002 General Plan Update. In 2026, the Annual Reports will report on the City’s progress implementing the 2024 General Plan.

ALTERNATIVE ACTION
The council may amend the Annual Reports, but failing to submit the Annual Progress Reports by April 1st could result in non-compliance with state housing laws, legal action, and additional oversight and enforcement by HCD.
