STATEMENT OF ISSUE
As the Advisory Board to the North Texas Street Business Improvement District (District), the North Texas Street Business Association (Advisory Board) seeks City Council approval of the District’s Annual Report for 2024 and Proposed Budget for Calendar Year 2025 (Report), and declaration of the intent to levy an assessment against businesses within the District for calendar year 2025 and setting the required public hearing for April 1, 2025.

DISCUSSION
In September 1999, the council adopted Ordinance 99 -21, establishing the District and the levy of assessments within the District under the Parking and Business Improvement Law of 1989.

Under this law, the process of levying an assessment involves the preparation of a report each year by an advisory board appointed by the council and the holding of a public hearing before levying the assessments. The report must include the expenditure of revenues derived from the

levying of assessments, the classification of businesses, the method and basis of levying the assessments, and a description of the improvements and activities to be performed during the year. In November 2000, the council adopted Resolution 2000-280 appointing the Advisory Board to make recommendations on the expenditure of revenues derived from the assessments.

The Advisory Board filed the Report on February 3, 2025, with the City Clerk’s Office to comply with the above -noted requirements. The Report indic ates that approximately $58,000 is anticipated from assessments in 2025. The proposed activities reflect Advisory Board organizational style actions, including membership services, beautification of the District, and economic restructuring activities that focus on recruiting new businesses, retaining viable businesses, and creating a dynamic business district. The proposed 2025 assessment amount against each business will remain the same as that assessed initially in 2000.

Staff recommends that the council declare its intention to levy an assessment against businesses within the District for calendar year 2025, and set the April 1, 2025, council meeting as the date and place for the public hearing on this matter.

At the April 1, 2025 , council meeting, sta ff intend to submit for council review and approval a contract between the City and the Advisory Board to provide the activities and services proposed in the Report.

FINANCIAL IMPACT
No City funds are involved. The 2025 District assessments are estimated to be approximately $58,000 and deposited in the NTBID Assessments Fund (Fund 583, Division and Responsibility Code 99000).

PUBLIC CONTACT/ADVISORY BODY RECOMMENDATION
The Advisory Board approved the Report at its board meeting on February 11, 2025.

ALTERNATIVE ACTION
The council may elect to modify or not take action on the recommendations of the Advisory Board report.
