Vice Mayor Pam Bertani called the meeting to order at 4:38 pm.
ROLL CALL
On roll call were: Vice Mayor Bertani, Councilmember Scott Tonnesen, City Manager David Gassaway, Assistant City Manager Savita Chaudhary, Director of Finance John Furtado, Accounting Manager Myles Dixon, and City Clerk Karen Rees. On Zoom were: David Showalter and Kyle Bartle, CPAs from Eide Bailly LLP, Fairfield Accountant -Auditors Julie de Guzman and Ruth Rendon, and Budget Officer Ashley Doyle.

PUBLIC COMMENTS
There was no one from the public in attendance.
1. Fiscal Year 2023-24 Final Federal Awards Audit report (Single Audit) presented by CPAs David Showalter and Kyle Bartle of Eide Bailly LLP gave an overview of their audit review of the City of Fairfield, who answered questions from the Committee, along with Director of Finance Furtado and Accounting Manager Dixon.
2. Audit Services Review of Submissions discussion led by Director of Finance Furtado and Accounting Manager Dixon, who were asked by the Committee in December 2024, to open a Request for Proposal seeking a new auditing firm, as it had been 15 years since the Finance Department had done so. Eide Bailly LLP would also be encouraged to bid.
March 18, 2025 — Audit Committee Agenda
The Committee agreed that it was overdue and asked Finance to return in March 2025 with the top three bids for the Committee to review.
After a discussion, the Committee requested that The Pun Group (which was the number one bid) be selected if they could reduce their Consumer Price Index (CPI) to 3.5 or 4 percent instead of 5 percent. Accounting Manager Dixon stated that The Pun Group had previously been the City of Fairfield's auditing firm many years ago and stated he and Director of Finance furtado would contact them to see if they could negotiate a lower CPI and would let the Committee know soon.
The meeting was adjourned at 5:14 pm.
