RECOMMENDED ACTION

STATEMENT OF ISSUE
The adoption of the resolution accepts the Fairfield Adaptive System Traffic Signal Improvement Project, Federal Aid Project No. HSIPL-5132(050) (Project) as complete.

DISCUSSION
On August 15, 2023, the City adopted Resolution No. 2023-212 approving a contract with Bear Electric Solutions, Inc. (BER) to install adaptive system traffic signal (ASTS) improvements at 16 signalized intersections located along Travis Boulevard and North Texas Street. ASTS optimizes traffic flow by changing the signal timing in accordance with real-time traffic patterns, as opposed to the traditional practice of collecting weeks’ worth of traffic data.

The construction authorization for the Project was approved for $4,065,050. This amount included a total bid of $3,695,500 and a 10% contingency of $369,550. One change order was executed during construction for the Project, resulting in a total contract adjustment of $6,775.

This change order was completed to add a TS Crossing at the Gateway Boulevard, 2nd Street, and Travis Boulevard intersection, and add a BBS Foundation at the intersection of Woodcreek and Travis Boulevard. The final cost of the Project was $3,697,025, which is 9.05% below the amount authorized for construction.

Following the council’s acceptance of the Project as complete, a notice of completion will be filed with the County of Solano’s Recorders Office.

FINANCIAL IMPACT
Ongoing maintenance of the ASTS will be managed by the Public Works Operations Division and will be funded by the General Fund (Fund 101).
