STATEMENT OF ISSUE
The Landscape Oversight Committee (LOC) consists of seven members - six members who each represent their respective council district area and one member at -large. The City Council Subcommittee to the LOC ( Subcommittee) requests the council to consider increas ing the number of at-large LOC members.
DISCUSSION
The LOC was established by Resolution No. 2023 -26 (Attachment 2) to provide oversight of the City’s Landscaping and Lighting Maintenance Districts and all landscaping areas funded by the General Fund.
In accordance with the LOC Guidelines and Duties detailed in Exhibit A of the Resolution, the LOC consists of seven members—six members who each represent their respective council district area and one member at-large.
The Committee currently has two vac ancies, as the members that represented District 2 and District 6 resigned in October 2024 and December 2024, respectively.
LOC meetings are subject to the California Government Code 54950 et seq., also known as the Ralph M. Brown Act. In Section 54952.2 of the Act, it requires that a majority of members , also known as q uorum, be present “to hear, discuss, deliberate, or take action on any item that is within the subject matter jurisdiction” of the Committee.
Since the inception of the LOC in early 2023 , the Committee has scheduled a total of six regular meetings and two special meetings between November 2023 and February 2025. However, due to a lack of quorum, the April and July 2024 regular meetings were cancelled , and the October 2024 regular meeting was rescheduled to December 2024.
At the regular February 27, 2025 , LOC and Subcommittee joint meeting, members of both committees discussed their desire to increase the number of at -large LOC members. The stated primary goal of this action is to mitigate the quorum challenges the Committee experienced over the last year.
At the March 4, 2025, City Council meeting, Vice Mayor and Subcommittee Member Pam Bertani requested that a discussion to consider increasing the number of at-large LOC members be added to a future council agenda.
