RECOMMENDED ACTION
Adopt resolution.

STATEMENT OF ISSUE
The State Water Resources Control Board (SWRCB) requires all agencies managing a sewer system greater than one mile in length to maintain a Sanitary Sewer Management Plan (SSMP) and update it every five years in compliance with Order No. 2022 -0103-DWQ. This resolution adopts Fairfield’s 2025 SSMP update, ensuring continued compliance with statewide waste discharge regulations and integrating updates from the 2022 Order.

DISCUSSION
In December 2022, SWRCB adopted order No.2022 -0103-DWQ, updating Statewide Discharge Requirements (WDRs) for sanitary sewer systems. This new order mandates enhanced system resilience, spill reporting, and capacity assuranc e measures, replacing previous regulatory frameworks established in Order No.2006-003-DWQ and its amendments.

The City’s 2025 SSMP represents the required five -year update, incorporating updated requirements related to:

 Spill Emergency Response: Enhanced procedures for reporting, containment, and mitigation of Category 1, 2, 3, and 4 spills
 Capacity Assurance Plan: System-wide evaluations to reduce inflow & infiltration (I/II) and ensure adequate wet weather capacity
 Water Quality Monitoring (WQMP): Comp liance with MRP reporting requirements for spills over 50,000 gallons entering surface waters
 Electronic Mapping & Data Reporting: Upgraded GIS -based sanitary sewer system mapping in compliance with CIWQS online database submission  Operations & Maintenance Enhancements: Increased preventive maintenance on known problem areas, 40% more spot repairs, and refined CCTV-based pipeline assessments  Public Outreach & FOG Control: Strengthened collaboration with FSSD to enhance fats, oils, and great (FOG) reduction programs

The City of Fairfield and the Fairfield -Suisun Sewer District (FSSD) jointly manage wastewater collection services. Fairfield is responsible for maintaining over 390 miles of sanitary sewer collection mains and laterals, while FSSD oversees treatment operations.

FINANCIAL IMPACT
Adopting the 2025 SSMP update will require an additional $100,000 annually, primarily for:

 Expanded training and field response exercises
 Increased video inspections and repairs
 Compliance with enhanced regulatory reporting

Funding is allocated from the Sewer Enterprise Fund (Fund 255, Division and Responsibility Code 60308), with potential reallocation from capital projects.

ALTERNATIVE ACTION
Failure to adopt the 2025 SSMP update would place the City in non -compliance with SWRCB Order No. 2022-0103-DWQ, exposing Fairfield to state enforcement actions, penalties, and fines.
