CITY OF FAIRFIELD
RESOLUTION NO. 2025-57
APPROVING THE 2025 CITY OF FAIRFIELD SANITARY SEWER MANAGEMENT PLAN TO COMPLY WITH THE STATE OF CALIFORNIA WATER RESOURCES CONTROL BOARD ORDER NO. 2022- 0103-DWQ
WHEREAS, the City of Fairfield owns, operates , and maintains a system of over 390 miles of sanitary sewer mains and laterals; and
WHEREAS, the City of Fairfield, as environmental stewards of the system, has a responsibility to effectively monitor, maintain, and manage the sanitary sewer system; and
WHEREAS, the State of California Water Resources Control Board adopted Order No. 2006-0003- DWQ on May 2, 2006, and Order No. WQ -2008-0002-EXEC on February 20, 2008, which was amended by Order No. 2013 -0058-EXEC on September 9, 2013, for Statewide General W aste Discharge Requirements (GWDR) for Wastewater Collection Agencies, and was subsequently superseded by Order No. 2022 -0103-DWQ, adopted on December 6, 2022, which became effective on June 5, 2023, establishing updated regulatory requirements for sanitar y sewer systems across California; and
WHEREAS, the GWDR requires the preparation of a Sewer System Management Plan (SSMP) by every Wastewater Collection Agency; and
WHEREAS, the City is required to update its SSMP every five years; and
WHEREAS, the GWDR requires that the Governing Board of each Wastewater Collection Agency must approve the SSMP update at a public meeting.
NOW, THEREFORE, THE COUNCIL OF THE CITY OF FAIRFIELD HEREBY RESOLVES:
Section 1. The City of Fairfield adopts the updated SSMP.
Section 2. The city manager is hereby authorized to submit the above-mentioned SSMP update to the State Water Resources Control Board.
