STATEMENT OF ISSUE
The adoption of this resolution authorizes the levy of the annual fiscal year (FY) 2025-2026 special taxes for Community Facilities District No. 1 (CFD No. 1) , which funds the acquisition of open space.

DISCUSSION
CFD No. 1 was formed in 1986, under the Mello -Roos Community Facilities Act of 1982, by Resolution No. 86-113 to fund the acquisition of real property and/or interests in real property having an estimated useful life of five years or longer for open space purposes. The original formation resolutions require that the special tax be certified each year.

There are three development zones in CFD No. 1: Dunnell/Burton Zone (the Rolling Hills development); Rancho Solano Zone; and the Paradise Valley/Cement Ranch Zone. The annual special tax is $80 per single-family dwelling in each zone. This special tax is fixed and is not subject to annual increases.

FINANCIAL IMPACT
The total proposed revenue for this district is $306,110, and the total proposed expenditures are $310,622, which will be paid from the CFD No. 1 Fairfield Open Space Fund (Fund 323).
