RESOLUTION NO. 2025-71
APPROVING THE FISCAL YEAR 2025-2026 COMMUNITY DEVELOPMENT BLOCK GRANT
ANNUAL ACTION PLAN AND AUTHORIZING THE CITY MANAGER TO EXECUTE ANY AND ALL
DOCUMENTS, CONTRACTS, AND MEMORANDUM OF UNDERSTANDING
WHEREAS, the City is required by the U.S. Department of Housing and Urban Development to submit an Annual Action Plan (AAP) for fiscal year (FY) 2025-2026 to receive annual Community Development Block Grant (CDBG) entitlement funds; and
WHEREAS, through an extensive process, the City solicited proposals for public service and non- public service applications during FY 2023-2024; and
WHEREAS, the FY 2022 -2027 CDBG Consolidated Plan allows the City to accept applications during year one and year three of the Consolidate d Plan cycle. FY 2025-2026 is year two of the three year cycle. Therefore, allowing approved sub-recipients to receive subsequent funding for multiple years as long as they are compliant with the program; and
WHEREAS, the City monitored all the FY 2024-2025 sub-recipients and found that all of the public service sub-recipients were in compliance with the CDBG Program; and
WHEREAS, the CDBG Advisory Committee reviewed and discussed the CDBG funding and made recommendations for FY 2025-2026; and
WHEREAS, a public notice was published on April 6, 2025, to accept public comment on the FY 2025-2026 Annual Action Plan.
NOW, THEREFORE, THE COUNCIL OF THE CITY OF FAIRFIELD HEREBY RESOLVES:
Section 1. The city manager is authorized to submit the FY 2025-2026 CDBG Annual Action Plan to the U.S. Department of Housing and Urban Development (HUD) and execute any and all documents and contracts associated with the FY 2025-2026 CDBG Annual Action Plan.
Section 2. The city manager is authorized to execute contracts and memorandum of understandings for CDBG funding for FY 2025-2026 for the following subrecipients in accordance with the CDBG Annual Action Plan: Public Works, Parks & Recreation Department, Lions Center for the Visually Impaired, Meals on Wheels, The Leaven, and Empowered Aging.
