STATEMENT OF ISSUE
Every two years, staff conduct a comprehensive review of the five-year Capital Improvement Plan (CIP) in preparation for adoption of the Biennial Capital Budget. The review of the fiscal year (FY) 2026-2030 CIP is complete and includes 102 projects totaling $ 135 million over the next five years, with the first two years of the CIP totaling $95 million.

DISCUSSION
A routine comprehensive review of the City’s CIP is necessary to commence new capital improvement projects, update project priorities, and identify project funding. The first two years of the FY 2026-2030 CIP will be used to develop the FY 2026-2027 Biennial Capital Budget.

In November 2024, Public Works staff met with all stakeholder departments and divisions to review projects contained within the CIP. Cost estimat es were updated as necessary , and completed projects were removed. This resulted in the FY 2026-2030 CIP draft that includes 102 active projects totaling $135 million over the next five years. The first two years of the CIP will be used to develop the FY 2026-2027 Biennial Capital Budget, with active projects totaling $95 million. A summary of the draft CIP FY 2026-2030 is attached in Exhibit A.

FINANCIAL IMPACT
In accordance with the City Council discussion and direction, staff will return to the council with the FY 2026-2027 Biennial Capital Budget final draft for consideration in June 2025.
