RECOMMENDED ACTION
Adopt resolution.

STATEMENT OF ISSUE
The City will receive $609,289 from Senate Bill (SB) 862 funding through the Low Carbon Transit Operations Program (LCTOP). This resolution authorizes the submittal of a grant allocation request for the City of Fairfield Corporation Yard Transit Electrification Project – Phase 1B (Project) and approves the acceptance of the fiscal year (FY) 2024-2025 LCTOP grant funds.

DISCUSSION
The LCTOP is one of several programs that are part of the Transit, Affordable Housing, and Sustainable Communities Program established by the California Legislature in 2014 by SB 862.

The LCTOP was created to provide operating and capital assistance for transit agencies to reduce greenhouse gas emissions and improve mobility. Through LCTOP, the City has been allocated $39,960 in revenue funding and $303,219 in population-based funding for FY 2024-2025.

The City of Vacaville has also been allocat ed LCTOP funding, but does not have an identified LCTOP project. To ensure its LCTOP funding is used for a project in Solano County, the City of Vacaville has chosen to swap $266,110 of its FY 2024-2025 LCTOP grant funds ($7,152 in revenue- based funding and $258,958 in population-based funding) for an equal amount of the City of

Fairfield’s Transportation Development Act funds. This will allow both agencies to advance their projects.

FAST intends to rollover the LCTOP funds for four years beginning FY 2023-2024. Accumulating these funds for four years will allow FAST to use the monies to supplement funding and construction of electrical infrastructure upgrades at the City’s Corporation Yard. Construction of these new proposed improvements over the next few years a llows FAST to make progress towards meeting the California Air Resource Board’s Innovative Clean Transit regulation that all transit fleets be converted to electric by 2040. LCTOP funds can also be used to leverage federal funding opportunities for electrification.

FINANCIAL IMPACT
FAST anticipates receiving a total of $609,289 in LCTOP funding for the Project. This funding requires no local match , and no financial resources from the City’s General Fund are used for FAST expenses. All operating and capital expenses for FAST are supported with local, state, and federal transportation grant funds.

ALTERNATIVE ACTION
The City C ouncil may choose not to claim the $609,289 in LCTOP funding for the design and construction of the Project. This is not recommended, however, as unclaimed funding will be reallocated by the Solano Transportation Authority and Metropolitan Transportation Commission to other transportation agencies , resulting in FAST needing to obtain additional funding to support the transition of the transit fleet.
