TO: Mayor and Council

FROM: David Gassaway, City Manager

SUBJECT: Resolution 2025-74 PW Fiscal Year 2025-2026 Senate Bill 1 Project List

Funding Source: N/A

Contact: David Vong, (707) 428-7784

RECOMMENDED ACTION
Adopt resolution.

STATEMENT OF ISSUE
The City is entering its eighth year of the Road Maintenance and Rehabilitation Account (RMRA) funding program established by Senate Bill 1 (SB 1). To utilize RMRA funding, the City must submit a list of proposed projects to the California Transportation Commission (CTC) annually by July 1.

CTC requires that the proposed project list be included in the City’s Capital Improvement Program Budget, and adoption of the resolution will fulfill these requirements.

DISCUSSION
In April 2017, the state passed SB 1 to provide additional funds to maintain local streets and roads. Since January 2018, the State Controller’s Office began submitting monthly deposits of SB 1 funding into RMRA. RMRA funding is apportioned by formula to eligible cities and counties for basic road maintenance, rehabilitation, and critical safety projects on the local streets and roads system. The City is projected to receive $3,160,142 of RMRA funding in fiscal year (FY) 2025-2026.

Each FY, SB 1 mandates that the City submit a list of pro posed projects to the CTC for the allocation of the RMRA funds. The FY 2 025-2026 project list ( as seen attached in Exhibit A and the accompanying map in Exhibit B) includes major arterials and collector streets that experience high traffic volume or serve as connections to key industrial or commercial centers.

Staff recommends approving the resolution and project list to ensure that the streets are eligible for RMRA funding. The estimated costs for pavement maintenance and rehabilitation on the streets listed in Exhibit A exceed the available RMRA funds for FY 2025 -2026. To address this funding gap, the projects will also be supported by Gas Tax and Measure P allocations. The project list will be reviewed and updated annually by July 1. In accordance with CTC requirements, the list details the project descriptions, project limits, scheduled completion dates, and estimated useful life.

FINANCIAL IMPACT
The proposed action allows the City to receive approximately $3,160,142 in FY 2025 -2026 of RMRA funding fo r eligible roadways. Funds will be deposited in the Gas Tax - SB 1 Fund (Fund 163) and allocated to eligible street projects accordingly.
