RECOMMENDED ACTION

STATEMENT OF ISSUE
The adoption of the resolution will accept the Red Top Road Widening Improvements as complete.

DISCUSSION
Albert D. Seeno Construction Co. (Developer) has completed all the required improvements to widen Red Top Road west of Watt Drive, up to the Interstate 80 eastbound on -ramp and off - ramp. The improvements include d a six -foot wide buffered bicycle lane to pr ovide bicycle connectivity to McGary Road, which is a segment of the Vallejo, Benicia, and Fairfield Bicycle Loop in accordance with the improvement agreement approved by the City Council on June 20, 2023, by Resolution No. 2023-155.

Construction at Red Top Road began in October 2023. Inclement weather conditions, vandalism, and theft of critical electrical equipment at the Red Top Pump Station, and substantial lead times to replace those critical components caused significant delays to the overall schedu le and completion of the project.

During construction, sta ff also determined that providing a seal coat to the existing lanes as specified within the approved plans would not adequately repair all existing potholes and surface cracks. Staff recommended removing the top 2” of the distressed, cracked asphalt with new 2”

of asphalt. To mitigate impacts to the residential area and ensure construction work was completed before the 2024 -2025 school year began, th e City executed a contract with Ghilotti Construction Company (Ghilotti) in the amount of $71,016 to complete this pavement work .

Ghilotti completed the construction of Red Top Road in August 2024, and the road was opened to the public in August 2024. Final punch list items for the Red Top Road Widening Improvements were completed on February 24, 2025.

Staff have inspected the improvements and found them to be complete in accordance with City standards and the requirements of the improvement agreement. The proposed resolution accepts the Red Top Road Widening improvements as complete, except for the developer's obligation to repair or reconstruct defective work for one year after final acceptance.

FINANCIAL IMPACT
Acceptance of the public improvements by the council will obligate the City to maintain Red Top Road and the public landscape installed along the landscape parkway and within the roadway median. Annual maintenance of the landscape along the northern side of Red Top Road and the roadway median is estimated to cost $8,700. Maintenance costs for the streets, sidewalks, streetlights, and storm drainage will be funded through the General Fund (Fund 101) by Gas Tax revenues and Storm Drainage Maintenance Fees. Ongoing landscape maintenance will be funded by the existing Landscape and Lighting Maintenance District No. 16 (Creekside at Cordelia).
