Project Title: Fence Replacement - 2601 Claybank Road
Department: Public Works Est. Operating Impact: $0
Est. Start Date: FY22 Original Budget $141,358
Est. Completion Date: FY26 Revised Budget $141,358
Project Description and
Purpose:
On October 19, 1993, the City adopted Resolution No. 1993-252 authorizing the City Manager to execute a Me
morandum of Understanding (MOU) between the City of Fairfield and WBP Partners. Per the MOU, the City is obligated to construct an eight-foot solid masonry wall upon payment of fees by WBP Partners for construction. Property owners of 2601 Clay Bank Road have submitted appropriate fees, obligating the City to construct the wall. Due to inflation and rising materials costs, a solid eight- foot masonry wall is not feasible given the Project budget. Instead, the Project proposes to install approximately 655 lineal feet of ornamental wooden fence at the project location.
Contract Documents for the Project were advertised from August 22, 2023 to September 19, 2023. NO bids were received. The City is currently soliciting bids from prospective contractors to construct the ornamental wooden fence.
A construction contract is anticipated to be negotiated by Q1 of 2024.
Project Status and
Outlook:
Funding for this Project is provided through budget transfers from Fund 285 - Deposits. as well as Fund 164 - Construction License.

Est. Start Date: FY21 Original Budget $9,259,972
Est. Completion Date: FY27 Revised Budget $11,997,472
Project Description and
Purpose:
The future Fire Station 36 will provide much needed coverage to the Western side of the city in the Green Valley area. Currently there is only one fire station in Cordelia/Green Valley. The completion of this station will create operational efficiencies and improve emergency response times in the area.
The new fire station is on a vacant 1.5-acre parcel located on Business Center Drive. Preliminary planning indicates the basic fire station design will include, but not be limited, to an apparatus bay, dorm rooms, restrooms, gym facility, office space, lobby/reception, conference room, kitchen and dining areas, living room, HVAC, electrical, civil site work, landscaping, and other required amenities.
Project Status and

Est. Start Date: FY21 Original Budget $13,720,300
Est. Completion Date: FY27 Revised Budget $13,774,352
Project Description and
Purpose:
Fire Station 39 was constructed in the 1970's, making it the oldest emergency responding fire station in the City of Fairfield. Because standards for essential service buildings have significantly evolved since the 1970's, and because the Fire Department's operational equipment has advanced and grown in size, Station 39 does not meeting existing building standards and operational needs. In addition, the condition of the living quarters at Station 39 is also dilapidated due to the aging infrastructure.
The new Fire Station is intended to include three apparatus bays, decon & turnout room, kitchen, dorm rooms, restrooms, offices, training, exercise facility, storage, laundry, day and dining rooms along with a associated HVAC, electrical, civil site work, landscaping and any other amenities.
Project Status and
Outlook:
Construction license tax and CFD funding are budgeted for construction of the building and site.

Department: Public Works Est. Operating Impact: $0
Est. Start Date: FY20 Original Budget $2,005,000
Est. Completion Date: FY27 Revised Budget $5,033,011
Project Description and
Purpose:
The project will improve pedestrian access by installing sidewalk over an at-grade railroad crossing at East Tabor Avenue and Railroad Avenue and widen the sidewalk along Tolenas Avenue between East Tabor Avenue and the Tolenas School. Constructing the sidewalk and bicycle lane on the north side of East Tabor Avenue will close the gap that currently exists across the railroad tracks. These improvements greatly enhances the safety of elementary and middle-school students who use those roadways to commute to and from school. The City received a state grant (ATP Cycle 3) from Caltrans to cover expenses during the construction phase of the project.
Project Status and
Outlook:
In July 2020, Council authorized a reimbursement agreement with Union Pacific Railroad to provide the engineering design services for the pedestrian improvements at the railroad crossing. In the fourth quarter 2020, staff conducted a Request for Proposal process to hire an engineering firm to complete the design work within the City right-of-way. In FY21-22, the preparation of plans, specifications, and estimates will commence. The actual start of the construction improvements is contingent on UPRR completing their design work within their right-of-way. Staff anticipates to start construction in summer 2026.

Est. Start Date: FY21 Original Budget $2,444,000
Est. Completion Date: FY26 Revised Budget $2,478,962
Project Description and
Purpose:
As the newest station on the Capitol Corridor in a growing area, the demand for parking at this station has increased quickly since it opened in 2017. A study conducted in late 2019 found that parking demand was at 89% of capacity and would reach its available limit by late 2020. Since the COVID pandemic has been in effect, demand for parking has decreased, but is expected to recover in the coming years as the economy recovers and new planned housing is built around the station. To facilitate new riders the proposed project includes completing the parking lot by constructing 156 new parking spaces, including electric charging stations. This would increase the current capacity from 187 spaces to 343 spaces.

Construction is planned for Q2 2025.

Est. Start Date: FY21 Original Budget $6,344,000
Est. Completion Date: FY27 Revised Budget $6,847,000
Project Description and
Purpose:
Under PG&E's electric Rule 20A program, the City receives $219,948 each year in PG&E allocations for use in undergrounding overhead utilities in qualifying streets. The City currently has $5,736,010 of Rule 20A credits. Staff has developed a multi-phase program for the downtown area to underground the existing overhead electric, telephone, and cable facilities. City Council adopted Ordinance 2020-12 on August 4, 2020, which created the Webster and Empire Street Underground Utility District (District) in the Heart of Fairfield. Creation of the District resulted in an order to underground all poles, overhead wires and associated overhead structures used for electrical and communication services.
Project Status and
Outlook:
In December 2020, Council authorized a contract with Harris and Associates to provide the technical support and prepare the design contract documents to underground existing overhead utilities within the downtown area. As the owner of the overhead joint poles, actual construction is heavily dependent on PG&E and their available resources.
PG&E has delayed the project to 2025.

Project Title: Distribution System Improvements
Department: Public Works Est. Operating Impact: $0
Est. Start Date: Ongoing Original Budget Ongoing
Est. Completion Date: Ongoing Revised Budget $5,384,121
Project Description and
Purpose:
The water system contains several dozen miles of aged and/or undersized water mains that need to be upgraded, replaced or abandoned. Certain development projects located throughout the City require minor water main upgrades in the form of upsize(s), replacement(s), new installation(s), and/or abandonments (when applicable) to be completed as the need arises or when coordinating with local development projects is possible. There is mutual benefit when the City can coordinate certain water main upgrades as development projects evolve.
This fund is intended for minor water main upgrades (when applicable) for portions of the system that are contiguous and/or adjacent to development (i.e. not intended to subsidize or supplant developer obligations), and contains the estimated costs for minor water main projects as the need arises.
This is an ongoing project; therefore an original budget is not applicable.
Project Status and
Outlook:
Distribution Systems Improvements will be identified and performed as the need arises.

Project Title: Transmission Valve Rehab/Replacement
Department: Public Works Est. Operating Impact: $0
Est. Start Date: Ongoing Original Budget Ongoing
Est. Completion Date: Ongoing Revised Budget $7,600,000
Project Description and
Purpose:
The City's water system contains hundreds of transmission main valves that are used to control the flow of water for planned and unplanned water system shutdowns. Reliable transmission main valve operation is critical to reducing water service outage and minimizing customer service interruptions.
Transmission main valves are critical valves within the system because an inoperable transmission main valve could mean that a large geographical area within the City is out of water until the repair is completed. Many of these valves are aging and require replacement due to age or rehabilitation to preserve operability.
This is an ongoing project; therefore an original budget is not applicable.
Project Status and
Outlook:
Transmission main valve assessment will occur to determine whether valves require rehabilitation or replacement and will be performed as the need arises.
