STATEMENT OF ISSUE
Each year, the City Council holds a strategic goal -setting session to identify goals and priorities for the City in the coming year. Goal setting helps the City to establish, prioritize, or reform programs and projects for the coming fiscal year.

DISCUSSION
In January 2025, the City Council, the Senior Leadership Team (SLT), and other key staff members held a two-day strategic goal-setting workshop. During both days, the council and staff discussed a long -term vision for the City, reviewed the six existing overarching goals, and prioritized numerous other objectives for the coming two fiscal year (FY) cycle. Following the workshop, SLT worked to expand on the objectives with various strategies and create a strategic goals document to highlight City priorities in the coming two year fiscal cycle.

In January 2024, staff presented the initial launch of the transparency portal for tracking the City Council goals and Priorities. The portal shared information about the council in a story map called “Know your Council ,” Council goals and Priorities, including performance reports, and a dashboard for Capital Improvement Projects ( CIP). In January 2025, additional datasets were released, which included the police transparency portal, open data portal, and development projects. As of April 2025, 65.7% of act ion items are complete, and 30.9% are in progress , meaning 96.6% of initiatives are either finished or actively underway.

Currently, the goals from FY 2023 -2025 are listed , and the portal is updated quarterly by staff.

The portal can be accessed by anyone here: https://transparency.fairfield.ca.gov. The strategic goals FY 2025-2027 document will guide City efforts in the coming two fiscal year cycle and identify areas where work is already underway or new programs or projects are needed. All current items with the status of “cancelled ,” “ongoing activities ,” or “completed” will not be carried over, and details will be reta ined in the published quarterly performance reports. The new items and the existing items in the status of “Not started” and “In Progress” will continue to be tracked as a new dataset for the upcoming two fiscal year cycle.

The performance report for April to June will be uploaded to the transparency portal in July 2025.

The goals and priorities for the new two -year fiscal cycle will be uploaded to the transparency portal effective August 1, 2025. Staff will continue to provide quarterly updates. City management will use the goals and objectives outlined to hold departments accountable in responding to the community's priorities.

FINANCIAL IMPACT
There is no direct financial impact on the approval of the annual goals. However, programs or projects stemming from strategic goals may require financial resources to implement. Those items are already included in the budget or will require additional council authorization as they advance.
